In conditiile actuale, nu m-ar mira sa aud ca proba Pescuit la Rapitori a campionatului federal, cu cele doua subprobe ale sale - Subproba Pescuit la Rapitori din Barca, Subproba Pescuit la Rapitori de pe Mal - se vor desfasura dupa regulamente copiate de la LRS. Binenteles, totul in cadrul mai larg al Regulamentului General, copiat de la fotbal !

Mitomane , in baza carei legi obligi tu un sportiv sa "presteze" o activitate"SPORTIVA" OFICIALA de 72 ore ? Ce activitate "sportiva" se mai desfasoara pe durata a 72 de ore in doi concurenti ? REGULAMENTUL OFICIAL DE ORGANIZARE ?I DESF??URARE A COMPETI?IILOR DE PESCUIT SPORTIV LA CRAP
GENERALIT??I
1. Echipele sunt formate din doi concurenti. Este permisa o singura schimbare cu un alt membru al clubului. Un concurent care a intrat in stand si a fost schimbat nu mai are dreptul de a reveni in competitie.
Niciun concurent nu va avea dreptul de a participa individual in competi?ie. Concuren?ii titulari pot fi înlocui?i din motive tehnice sau medicale sub atenta monitorizare a arbitrilor. Rezervele vor intra în concurs cu propriul lor echipament de pescuit, dar f?r? nade ?i momeli. Dac? se produce înlocuirea, aceasta va fi definitiv?.
2. Pozi?ia de pescuit a fiec?rei perechi se compune dintr-un stand de "20 x 12 metri", care poate fi folosit în întregime pentru amplasarea corturilor ?i umbrelelor, având culori specifice (verde închis, kaki sau „camuflaj"). Jaloanele plasate pe marginile standului, la o distan?? de 20 de metri, bine înfipte în mal de-a lungul coridorului de siguran??, definesc zona de pescuit. Accesul in zona de pescuit si in zonele limitrofe se organizeaz? astfel:
Zona A: Acces autorizat pentru doi concuren?i – pereche – managerii echipei din stand (câte unul, niciodat? doi simultan), arbitrii ?i membrii juriului de concurs;
Zona B: Acces autorizat pentru rezerve, managerii echipei din stand, arbitrii, membri juriului iar pentru pres?, doar cu consim??mântul concuren?ilor din stand;
Zonele C ?i D: Acces autorizat pentru rezerve, managerii echipei din stand, arbitrii, membri juriului, pres?, delega?i oficiali, organizatori, dar interzis publicului ?i spectatorilor.
3. Managerii de echip? pot intra doar in standurile în care concureaz? echipele lor, niciodat? doi simultan. Managerii vor purta un num?r de identificare vizibil, indicând în mod clar func?ia lor.
4. Organizatorii au obliga?ia de a instala în fiecare stand un panou care indic? numele si clubul din care fac parte concuren?ii, precum ?i num?rul si greutatea pe?tilor captura?i. Acest panou va fi actualizat, de trei ori pe zi, de c?tre arbitrii.
TRAGEREA LA SOR?I A STANDURILOR
Se vor efectua doua extrageri. Prima este cea a numarului de ordine si se va efectua in ordinea alfabetica a numelor cluburilor reprezentate. A doua este a standurilor.
REGULI GENERALE
Dupa tregerea la sorti concurentii se pot deplasa pe standuri si pot incepe pregatirea echipamentului. Nu sunt permise sondarea apei si nadirea inainte de inceperea competitiei.
Dup? semnalul al doilea, aprovizionarea concuren?ilor cu nada, momeala si alte materiale sau echipamente de pescuit se va face o singura data pe parcursul competi?iei de c?tre manager, concomitent pentru toate loturile, ziua si ora aprovizion?rii fiind stabilite in timpul primei întruniri a managerilor.
Concuren?ii vor putea ajunge la stand folosind mijloacele personale de transport. Dup? desc?rcarea echipamentului autovehiculele vor fi parcate in locurile indicate de organizator.
13. Se vor desemna arbitrii pentru standuri, un arbitru responsabil pentru fiecare sector si un arbitru sef al competi?iei. To?i arbitrii vor demonstra o cunoa?tere perfect? a regulamentului de concurs. Pentru a se asigura prezen?a permanenta a arbitrilor ace?tia pot fi organiza?i in schimburi.
Arbitrul de stand are urm?toarele obliga?ii:
a) controleaz? cantitatea de nada introdusa in stand si sacii de p?strare a capturilor;
b) supravegheaz? comportamentul concuren?ilor care-i sunt atribui?i in timpul competi?iei si respectarea de c?tre ace?tia a Regulamentului de desf??urare.
c) verifica ?i noteaz? fiecare captur? ?i greutatea acesteia.
d) ?ine sub observa?ie capturile echipelor care-i sunt atribuite si interzice accesul in zona a persoanelor neautorizate pana când echipa de cânt?rire ajunge la stand. La finalul cânt?ririi, va semna împreuna cu membrii echipei din stand fisa de cânt?rire.
14. Vor fi valida?i doar crapii (oglind?, comuni, gola?i) ?i amurii (albi sau argintii) cu greutatea minima de 1500 de grame. Pe?tii trebuie p?stra?i vii numai în sacii de p?strare(un singur pe?te in fiecare sac). Pe toat? durata competi?iei, sacii de p?strare cu capturi trebuie s? fie ?inu?i scufunda?i in apa, pe toata lungimea lor, f?r? plumb, lest sau alte obiecte în interior. Nu este admis? alt? metod? de p?strare a capturilor. Concuren?ii trebuie s? dispun? de o cantitate suficient? de saci de p?strare. Concuren?ii care vor prezenta spre cânt?rire pe?ti r?ni?i sau mor?i în urma unei manipul?ri neglijente, vor fi sanc?iona?i si capturile în cauz? nu vor constitui exemplare punctabile. In cazul epuiz?rii sacilor de p?strare obligatorii (minim 15 buc.), concuren?ii trebuie sa solicite arbitrilor cânt?rirea capturilor, pentru eliberarea sacilor de p?strare.
15. Folosirea nadelor si momelilor de origine animala, vii sau moarte, icrele, argila, bentonita, produsele de origine metalic? sau plumbii înc?rca?i cu pasta, este strict interzisa.
Se permite folosirea exclusiva a f?inurilor, posturilor, mixturilor, semin?elor, bilelor (boilies), peletelor naturale sau artificiale.
Orice produs rezultat din combinarea produsele de mai sus nu trebuie s? dep??easc? dimensiunile unei sfere cu diametrul de 70 mm.
Pe parcursul celor 72 de ore de pescuit, cantitatea de nada si momeala folosita nu trebuie sa dep??easc? 200 kg de echipa/pereche. Aceast? cantitatea poate fi redus? în func?ie de caracteristicile pistei de concurs.
La sfâr?itul competi?iei este interzisa aruncarea in apa a nadei si a momelilor nefolosite.
16. Competi?ia se va desf??ura pe durata de 72 de ore. In cazul unei întreruperi for?ate (de ex.: furtun?), etapa respectiva va fi validata numai daca a durat cel pu?in 48 de ore. In situa?ia unei întreruperi cauzate de o furtun? înainte de expirarea celor 48 de ore, competi?ia poate fi reluata dar perioada de întrerupere nu va fi ad?ugat? celor 72 de ore ini?iale. Competi?ia nu se va mai relua in cazul unei întreruperi care survine dup? 48 de ore de la începerea etapei, iar rezultatul ob?inut pana in momentul întreruperii va fi validat.
17. Lungimea lansetelor trebuie sa fie mai mic? de 4 metri, iar mulinetele vor fi obligatoriu cu tambur fix.
18. Opera?iunile de pescuit trebuie s? se desf??oare numai în interiorul standului alocat echipei. Limitele standului sunt marcate de doua linii imaginare care pornesc din dreptul jaloanelor care marcheaz? zona de pescuit, in prelungirea acestora. Pescuitul si n?direa in afara acestei zone este strict interzisa.
19. In timpul pescuitului, monturile se vor plasa în zona de pescuit numai cu ajutorul lansetelor destinate pescuitului, evitându-se orice alte mijloace.
20. Fiecare dintre liniile de pescuit se poate echipa cu o singura montura, având un singur cârlig, obligatoriu legat in varianta „fir de par”.
21. Este permis numai pescuitul cu un plumbaj de minim 50 grame. In caz ruperii liniei de pescuit, tipul de montura utilizat va trebui s? permit? pe?telui s? se elibereze cu u?urin?? de plumb. Pentru evitarea ruperii liniei de pescuit la aruncare, ansamblul firului trebuie s? dispun? de un sistem „anti?oc".
22. Pescuitul „la pluta” este interzis
23. Pescuitul la swing feeder, swing tip, quiver tip sau folosind momitoare este interzis.
24. Este permisa utilizarea plumbilor secundari de tip „back-leads” dar arbitrii pot cere in orice moment, retragerea acestora pentru a se verifica axele de pescuit
25. In timpul lans?rii monturilor, plumbul nu trebuie sa descrie mi?c?ri laterale in standul de pescuit. Mi?c?rile plumbului vor fi obligatoriu pe direc?ia stand/ap? ?i ap?/stand.
26. Dispozitivele cu telecomanda, la fel ca ?i sonarele, sunt interzise.
27. Este permisa folosirea mijloacelor electronice de semnalare a tr?s?turilor, acustice si/sau vizuale.
28. Limitele zonelor de pescuit pot fi semnalizate cu ajutorul a doua repere plutitoare care pot fi sau nu luminoase. Aceste repere trebuie s? fie instalate în cadrul zonei de pescuit dup? cum aceasta este definit? de jaloanele care marcheaz? zona de pescuit. Reperele pot fi men?inute pe parcursul competi?iei, dar vor fi îndep?rtate la încheierea competi?iei.
29. Sacii de p?strare ?i salteaua de primire a pe?telui sunt obligatorii. M?rimea ?i calitatea acestora trebuie s? asigure securitatea pe?telui.
30. Udarea saltelelor ?i a sacilor de p?strare este obligatorie înainte de depozitarea pe?telui pe/în acestea.
31. Dup? cânt?rire, pestele trebuie eliberat in apa cu precau?ie, viu si in condi?ii optime.
32. Corturile de pescuit trebuie s? fie instalate în mod obligatoriu în perimetrul standului atribuit.
33. Este interzis? iluminarea apei cu ajutorul l?mpilor sau farurilor. Este permisa iluminarea in interiorul corturilor si folosirea lanternelor frontale cu iluminare discreta pentru scoaterea pe?telui.
34. Un concurent sau ambii in cazul capturilor simultane, pot intra în ap? pân? la nivelul cizmelor (mai jos de genunchi), strict pentru a introduce un pe?te in minciog sau pentru depozitarea pe?telui in sacul de p?strare.
35. La sfâr?itul concursului, standurile vor fi l?sate în stare perfect? de ***??enie.
36. Sunt interzise toate dispozitivele propulsate cu aer comprimat, gaz sau curent electric.
37. Circula?ia autovehiculelor este interzis? pe timp de noapte, cu excep?ia celor apar?inând organizatorilor.
38. Pe timpul nop?ii, doar managerul echipei are dreptul de a intra în standurile propriilor concuren?i, dar acesta va trebui s? fie înso?it de un arbitru .
39. O captura poate fi validata chiar daca, in mod accidental, pestele este prins in afara gurii. Fiecare peste prins accidental, care nu are contact direct cu firul regulamentar de pescuit nu va fi validat si va fi eliberat imediat în ap?.
40. Ag??area voluntar? in afara gurii pe?telui este interzis?.
41. Focul deschis de orice natura este interzis in interiorul cortului.
42. In timpul competi?iei, concuren?ii pot utiliza dispozitive de emisie-recep?ie.
43. Concuren?ii vor putea monta oricâte lansete vor dori, dar nu vor pescui decât cu un num?r de maxim 4 lansete simultan, pe fiecare stand. Lansetele de rezerv? se vor amplasa vertical, recomandabil in direc?ie opusa luciului de apa, cu ajutorul unor supor?i de lansete, iar lansetele pentru plasarea reperelor vor fi identificate, semnalizate ?i nu se vor afla pe supor?ii destina?i lansetelor cu care se pescuie?te.
44. Mânuirea minciogului este permisa doar concuren?ilor.
45. Concuren?ii nu vor putea primi ajutor din exterior; numai managerul va avea dreptul de a intra în standul concuren?ilor din echipa sa, ?i nu va putea da decât sfaturi verbale; un manager nu va putea intra în standul unei echipe care nu face parte din lotul sau.
46. Concuren?ii vor putea utiliza standul alocat, dup? cum doresc, in scopul desf??ur?rii competi?iei. In interiorul standului atribuit, concuren?ii se vor deplasa discret ?i f?r? zgomot. Orice ac?iune legat? de pescuit va fi desf??urat? numai în interiorul standului (lansarea, repunerea lansetelor, n?direa ?i scoaterea pe?telui).
47. Pe timpul nop?ii, utilizarea flash-urilor sau a oric?ror alte sisteme de iluminat cu excep?ia lanternelor frontale, este interzis?. Orarul zi-noapte va fi stabilit pe parcursul primei întruniri a managerilor.
48. Concuren?ii vor a?tepta primul semnal pentru intrarea în stand. Dup? acest semnal, ace?tia vor putea începe montarea materialelor, instalarea echipamentului ?i prepararea nadelor. Concuren?ii au la dispozi?ie 120 de minute pentru efectuarea acestor opera?iuni preg?titoare.
La cel de-al doilea semnal concuren?ii vor putea începe n?direa ?i pescuitul.
Modalit??ile de n?dire permise sunt urm?toarele:
- n?direa cu mana,
- n?direa cu prastia sau cupa de n?dire,
- n?direa cu bastoane (tuburi) de lansat bile (boilies) manevrate cu una sau ambele mâini.
- nadirea cu linguri de n?dire cu mâner, manevrate cu una sau ambele mâini;
- nadirea cu catapulta pe suport fixata in p?mânt, manevrata manual, propulsata cu benzi elastice sau cu arc;
- n?direa cu s?culeti solubili, pungi solubile sau fire solubile;
- n?direa cu rachete de n?dire cu diametrul interior de max.70 mm si lungime de max. 200 mm, aruncate cu ajutorul unei lansete;
Intre orele 1830 si 0900 utilizarea catapultelor pe suport, fixate in p?mânt si a rachetelor de n?dire, este interzisa. In acest interval este permisa numai n?direa cu bastoane de n?dire precum si pra?tiile de mana.
Cu excep?ia acestui interval orar, n?direa este permis? cu toate metodele ?i toate sistemele men?ionate.
Cel de-al treilea semnal anun?a concuren?ii ca au mai r?mas 15 minute pân? la sfâr?itul competi?iei.
Al patrulea semnal marcheaz? finalul competi?iei.
Din acest moment se mai acorda 15 minute doar pentru scoaterea din ap? a unui pe?te în?epat înainte de cel de-al patrulea semnal, aflat in „dril” in momentul in care a fost dat al patrulea semnal.
In acest caz, al cincilea semnal se va da in 15 minute dup? cel de-al patrulea semnal; la acest ultim semnal, doar pe?tii prin?i ?i sco?i din ap? vor fi puncta?i.
Semnalele acustice care marcheaz? diferitele faze ale competi?iei trebuie s? fie scurte si, în toate cazurile, se ia în considerare începutul semnalului.
49. Pe parcursul concursului, arbitrii vor sta în spatele concuren?ilor, fie în dreapta, fie în stânga, astfel încât s? nu îi stânjeneasc? ?i s? poat? supraveghea capturile. Sacii de p?strare vor fi plasa?i la vedere; capturile vor fi p?strate in saci pana la sosirea echipei de cânt?rire.
OPERA?IUNI DE CÂNT?RIRE
50. Opera?iunile de cânt?rire vor fi efectuate de cel pu?in trei echipe a câte 2 membri fiecare (câte o echip? pe sector). Toate procedurile de cânt?rire trebuie s? aib? loc cât mai curând posibil ?i cel pu?in la fiecare 3 ore. Cânt?rirea se va face cu un cântar certificat pentru conformitate, acesta urmând a fi suspendat pe un trepied stabilizat pe sol, plasat în culoarul oficial. Cântarele vor fi de modele ?i m?rci identice pentru cele trei sectoare ?i vor fi gradate cel pu?in la fiecare 50 de grame.
51. Indicarea greut??ii trebuie s? fie vizibil? concomitent, atât pentru arbitrii, cat ?i pentru concuren?ii din standul respectiv
52. În afara arbitrilor, a concuren?ilor din standul respectiv si al managerului acestora, nici-o alta persoana cu excep?ia juriului, nu este autorizat? s? intervin? verbal sau in alt mod pentru a contesta cânt?rirea.
53. Un arbitru va fi responsabil cu cânt?rirea, iar un alt arbitru va înscrie greutatea în documentul oficial prev?zut în acest scop,
54. Vor exista trei cântare pentru fiecare sector. Salteaua de cânt?rire furnizata de organizator este obligatorie pentru cânt?rirea capturilor; acesta va fi udata ?i scursa înainte de începutul fiec?rei cânt?riri. Salteaua de cânt?rire va fi de tip special pentru cânt?rirea crapilor, din material sintetic suplu, permeabil ?i ajurat. Saltelele de cânt?rire trebuie sa fie identice pentru toate cele trei sectoare.
Cânt?rirea trebuie s? fie exprimat? în grame.
55. Pana la sosirea echipei de cânt?rire in stand, concuren?ii vor men?ine sacii de p?strare care con?in pe?ti in apa. Pe?tii vor fi sco?i din apa ?i plasa?i pe salteaua de cânt?rire de c?tre unul din concuren?i; dup? cânt?rire, pe?tii vor fi repu?i în ap? sub supravegherea arbitrilor (dup? cânt?rire, pe?tii nu mai pot fi repu?i în saci). Aceast? opera?iune trebuie efectuat? cu aten?ie sporit?.
56. Ambii concuren?i trebuie sa participe la opera?iunea descrisa mai sus, sa controleze cânt?rirea si sa semneze fisa de cânt?rire. Odat? încheiat? procedura de cânt?rire si semnarea fisei de cânt?rire, orice reclama?ie legata de aceste înregistr?ri va fi respinsa.
JURIUL
57. Juriul este desemnat pentru a examina orice eventuale reclama?ii ?i a aplica sanc?iunile prev?zute în regulament; Juriul va deveni oficial în timpul întrunirii managerilor din ajunul competi?iei.
Juriul va fi compus din urm?torii membri:
• ?eful Comisiei de Competi?ii - Sorin Rudeanu
• Secretarul Comisiei de Pescuit Sportiv ?i Competi?ii.
• Arbitrul sef;
Membrii Juriului vor purta un semn distinct de "Juriu" ?i vor fi prezen?i pe malul apei pentru a putea înregistra eventualele reclama?ii. Va fi indicat locul unde pot fi g?si?i unul sau mai mul?i membri ai juriului.
58. Orice contesta?ie, cu excep?ia celor cu privire la clasament, se va adresa Juriului, in cel mult 1 ora dup? sfâr?itul competi?iei. Reclama?iile vor putea fi formulate oral, dar ele trebuie confirmate imediat în scris.
Reclama?iile în leg?tur? cu clasamentul vor fi formulate în cel mult 30 de minute de la afi?area rezultatelor oficiale. Ora afi??rii va fi prev?zut? pe listele cu rezultate oficiale. Fiecare reclama?ie scris? adresat? Juriului va fi în mod obligatoriu înso?it? de o cau?iune de 100 Euro; daca reclama?ia nu este g?sit? fondat? de c?tre Juriu, cau?iunea va fi v?rsat? în bugetul competi?iei.
Toate infrac?iunile ?i avertismentele vor fi raportate Juriului, care este singura autoritate capabil? de a pronun?a sau aplica o descalificare. O echipa ce face obiectul unei sanc?iuni trebuie s? fie imediat informat? în acest sens.
Membrii Juriului al?turi de arbitrii trebuie sa asigure respectarea regulamentului, pe care îl vor cunoa?te în integralitatea sa.
Deciziile Juriului se vor lua cu majoritate de voturi; în caz de egalitate de voturi, ?eful subcomisiei sau reprezentantul s?u va dispune de votul decisiv.
Deciziile Juriului sunt reflectate în procesul-verbal de omologare a rezultatelor competi?iei.
SUBCOMISIA DE REZOLVARE A LITIGIILOR ?I CONTESTA?IILOR
59. Subcomisia este desemnat? pentru solu?ionarea, în numele ?i la nivelul Comisiei de Pescuit Sportiv ?i Competi?ii, a contesta?iilor f?cute împotriva hot?rârilor adoptate de Juriu ?i a litigiilor sportive între entit??ile sportive (asocia?ii-cluburi), precum ?i a sesiz?rilor sportivilor sau cluburilor, ca urmare a unor evenimente ?i fapte necunoscute ini?ial, dar care s-au dovedit c? au condus, în ascuns, la înc?lcarea regulamentului competi?ional, a eticii ?i conduitei sportive ?i a statutului FRPSC
Subcomisia se compune din urm?torii membri:
- Pre?edintele Comisiei de Competi?ii sau reprezentantul desemnat al acestuia;
- Un jurist cu experien?? în materie de pescuit sportiv, nominalizat de Consiliul FRPSC;
- Un membru nominalizat de Consiliul FRPSC.
Subcomisia î?i poate desf??ura activitatea în prezen?a membrilor Juriului ?i a p?r?ilor implicate, care vor trebui s?-?i sus?in? fundamentat punctele de vedere, cu probe conving?toare, raportate în exclusivitate la articole din Regulament, articole din statut, precum ?i la principii de etic? ?i moral?. Membrii Juriului ?i reprezentan?ii p?r?ilor implicate nu au drept de vot (de decizie) în privin?a solu?ion?rii contesta?iei sau litigiului.
Membrii subcomisiei vor fi convoca?i personal prin e-mail, cu precizarea datei, locului ?i obiectului convoc?rii, prin grija pre?edintelui comitetului.
Hot?rârile subcomisiei se iau cu votul majorit??ii membrilor prezen?i, minoritarii acceptând s? se supun? voin?ei majoritarilor. În caz de egalitate de voturi, pre?edintele comisiei sau reprezentantul desemnat de acesta va dispune de votul decisiv.
Hot?rârile subcomisiei se înscriu distinct într-un proces-verbal, însu?it prin semn?tur? de membrii comisiei.
Hot?rârile subcomisiei sunt definitive ?i irevocabile, obligatoriu de respectat pentru toate entit??ile ?i to?i concuren?ii din competi?ia ce face obiectul contesta?iei sau litigiului.
Hot?rârile subcomisiei pot fi contestate temeinic motivat, la nivelul Consiliului FRPSC, în termen de 15 zile de la comunicare.
Hot?rârile subcomisiei nu antreneaz? responsabilitatea Consiliului FRPSC.
LISTA DE SANC?IUNI
60. Sanc?iunile sunt urm?toarele:
a) Avertisment (cartona? galben) pentru înc?lcarea articolelor 12,18, 19, 25, 29, 30, 31, 32, 33, 34, 35, 44, 45, 46, 47, 48, 50 ?i 56.
b) Descalificare (cartona? ro?u) pentru înc?lcarea articolelor 14, 15, 17, 20, 21, 22, 23, 24, 26, 36, 38, 40, 41, 43 ?i 67, precum ?i dup? un al doilea avertisment dat în urma înc?lc?rii articolelor 12, 18, 19, 25, 29, 30, 31, 32, 33, 34, 35, 44, 45, 46, 47, 48, 50 ?i 56.
c) Dac? o echipa este descalificat?, acesteia i se ofer? un num?r de puncte echivalent cu num?rul loturilor participante + 1. 2 - CLASAMENT INDIVIDUAL PE ECHIPE - PERECHI
Echipa-perechea – clasat? pe primul loc într-un sector, care a prins cea mai mare cantitate de pe?te fa?? de echipele-perechile – clasate pe primele locuri în celelalte dou? sectoare, va ocupa prima pozi?ie în clasamentul general.
Dac? se înregistreaz? o egalitate între echipe în privin?a greut??ii, prioritate va primi echipa cu cea mai mare captur? cânt?rit?. Dac? se p?streaz? în continuare egalitatea, va avea prioritate cea mai mare greutate medie înregistrata (greutate general?/num?r de capturi).

Nici un concurent nu va avea voie s? se instaleze în standul s?u ?i nici s? î?i monteze materialele; un semnal va indica amânarea intr?rii în zona de pescuit sau întreruperea etapei preg?titoare. În situa?ia în care condi?iile atmosferice o permit ?i în limita posibilit??ilor programului, concursul se va putea desf??ura normal sau va fi redus ca durat? 2 - DAC? O FURTUN? SE DECLAN?EAZ? ÎN TIMPUL ETAPEI
Competi?ia se va întrerupe imediat (un semnal suplimentar va fi emis de c?tre organizatori) ?i to?i concuren?ii se vor ad?posti. In cazul in care condi?iile atmosferice o vor permite, competi?ia se va relua printr-un semnal suplimentar care va anun?a posibilitatea accesului concuren?ilor in stand. Un alt semnal suplimentar, dat dup? alte 5 minute, va autoriza reînceperea pescuitului. In cazul întreruperii for?ate, cauzate de o furtun? cu 48 de ore înainte de începerea competi?iei, aceasta va putea fi reluata, dar durata întreruperii nu va fi ad?ugat? celor 72 de ore ini?iale. Dac? întreruperea se produce dup? termenul limit? de 48 de ore, competi?ia nu va fi reluata ?i se va valida rezultatul înregistrat in momentul întreruperii.
63. In caz de litigiu cu privire la interpretarea regulamentului, se va considera original? ?i de referin?? versiunea în limba francez?.
CONTROALE ANTI-DOPING
64. F.I.P.S.-e.d. ader? la codul mondial anti-doping aplicat de C.I.P.S.
Cu ocazia unui campionat, concuren?ii solicita?i a se prezenta la controale anti-doping trebuie s? fac? acest lucru în mod obligatoriu în intervalul stabilit, potrivit directivelor F.I.P.S.-e.d. sau directivelor Juriului. OFFICIAL F.I.P.S.e.d. RULES OF INTERNATIONAL “FOR NATIONS” COMPETITIONS “CARP FISHING”
ORGANIZATION
-1- Official international competitions shall only be organised by national Federations that are members of C.I.P.S.. The organising Federation shall be officially responsible for the competition under consideration.
-2- Only the members of a national Federation affiliated with C.I.P.S. who have fully paid their annual membership fees shall be allowed to participate. They shall be designated by their Federations; the anglers who belong to the teams of national Federations must hold the same nationality as their Federations.
There shall be only one (1) foreign competitor in each national Federation team, on condition that the following requirements are met:
- The application shall be forwarded by the Nation the angler wishes to represent;
- The application shall be complemented by a letter of the Sports Ministry of the concerned Country;
- The competitor shall have resided in said Country for at least 5 years.
Competitors shall always be able to prove their nationality by means of national IDs or passports.
All supporting documents shall be produced at the 1st team managers’ meeting.
Any angler, who has already participated in a World Championship or in any international competition representing a Nation, shall not be allowed to compete for any other Nation.
Only teams that are members of national Federations shall be allowed to take part in World and Zone (Europe, etc.) Championships.
In order to apply to organize a championship, the Nation under consideration must have participated at least once, over the previous three years, in the championship that they wish to organize.
A preliminary programme shall imperatively be sent to F.I.P.S.e.d.’s Secretariat before the 31st October of the preceding year.
With the exception of the World Fishing Games, F.I.P.S.e.d. is officially tasked with providing the printed material, certificates and rankings for the awarding of prizes for all championships; therefore, the organizing Nation shall pay for all board and lodging expenses (room, meals and closing gala dinner) of the person performing such tasks. Said person’s stay may begin on the eve of the competition and end on the day after the closing dinner; F.I.P.S.e.d. shall pay for the relevant travelling expenses.
For all F.I.P.S.e.d. championships, the organizing Nation shall cover all board and lodging expenses (room, meals and closing gala dinner) for two members of F.I.P.S.e.d.’s Executive Committee, and for the person in charge of the rankings; their stay may begin on the eve of the competition and end on the day after the closing dinner.
No championship organization shall be entrusted to a Nation if that Nation does not undertake to put live xxx back into the water after they have been counted and weighed (it is forbidden to kill xxx).
The Nation organizing a World or Zone Championship shall be responsible for procuring the trophies, which will be paid for by F.I.P.S.e.d.; the organizing Nation shall envisage 3 trophies for the team competitions, 6 trophies for the “pair” competitions and 2 trophies for the “pair” who has caught the biggest xxx. F.I.P.S.e.d. shall refund a maximum amount of € 550 for 11 trophies. Such trophies shall feature a plate, carrying a “F.I.P.S.e.d.” engraving or F.I.P.S.e.d.’s logo as well as the place and date of the championship. An invoice will be required in order to prove trophy-related expenses. If the aforesaid provisions (concerning the plate/logo) are not complied with, F.I.P.S.e.d. shall not reimburse any money. F.I.P.S.e.d. shall provide the medals.
Programmes and invitations for all championships shall only be sent to Nations that are members of F.I.P.S.e.d. (no invitations shall be sent to clubs or individuals).
-3- Each C.I.P.S. member Nation shall be allowed to present one team only, composed of 3 “pairs” of competitors (for carp fishing, competitors compete in “pairs”).
No competitor shall be allowed to participate as an individual.
Maximum two reserves will be allowed for each Nation. If an angler is replaced, the substitution shall be final. Competitors that are replaced for technical or medical reasons shall be replaced under the supervision of the stewards. The reserves may enter the peg with their fishing tackle, but without their baits and ground baits.
It shall be possible to replace one or two members of a “pair”. It shall also be allowed to replace two competitors belonging to two different “pairs” with the two official reserves. Maximum two changes shall be allowed.
-4- Competitions shall be organized at watercourses, such as rivers, canals, or at suitable stretches of water, such as lakes etc.; it must be possible to xxx along the entire width of the venue. The venue’s average depth shall be of at least 1.5 meter. The minimum width of the venue shall be 100 meters for rivers, if the competitors are lined up on one shore only. For all other stretches of water (without currents), the venue’s minimum width shall be 100 metres, with the competitors being lined up on one shore only, or 300 meters if the competitors are lined up on both shores. The carp population shall be sufficient, with a good percentage of xxx weighing between 3 and 5 Kg.
Any possible xxx-restocking program must be submitted to F.I.P.S.e.d.’s Technical Commission for approval. In any case, xxx-restocking shall take place at least 3 months before any championship. A video or photographs documenting the restocking operations shall be shot/taken by the organizers and sent to the F.I.P.S.e.d. Technical Commission.
-5- The selected venue shall offer equal fishing conditions for all competitors; the venue should be free from obstacles – to the extent possible – including power lines, bridges etc., except from the space between the sectors; sectors shall be at least 200 metres far from each other. The venue shall not expose the competitors or the spectators to any kind of danger. Medical facilities shall be set up near the fishing sectors. Organizers shall make toilets, showers, and washbasins available to the anglers.
When selecting a venue, lakes should be preferred to rivers or streams, and they shall allow accommodating 25 Nations.
One or more members of the Technical Commission or a competent delegate shall inspect the venue that may be selected for a championship, and said inspection shall take place at the same time of the year as to that proposed for the organization of the competition under consideration. F.I.P.S.e.d. shall pay for the travelling expenses (including flight and train tickets or car) of the Technical Commission’s member(s), while the organizers shall cover all transfer costs from the airport or train station, and will pay for accommodation and meals. A report of the inspection shall be submitted to the Executive Committee of F.I.P.S.e.d. for evaluation and approval. The final decision on the approval or rejection of a venue by F.I.P.S.e.d. shall be communicated to the candidate Nation.
With regard to accommodation, participating Nations shall have two options:
1- Opting for the official accommodation proposed by the organizing Nation (optional). In that event, the organizing Nation shall clearly indicate the terms and conditions for the stay, including:
- The half-board price per night per person for, depending on the number of persons sharing each room, regardless of the duration of the stay (full board cannot be mandatory); the participating Nation shall specify the dates of their anglers’ stays (the term “official stay” used by many Nations, starting on Thursday, has never appeared in any regulations, and therefore should not be used);
- The price of the closing gala dinner.
The accommodation terms proposed to the Nations shall first be approved by the Technical Commission.
2- Selecting their hotels by themselves.
If this is the case, participating Nations shall be required to communicate their accommodation-related choices to the organizing Nation upon registration (in the official registration form).
In both cases (participation through or without the help of the organizers), the registration fee is € 1350, which includes 11 closing gala dinners and 8 fishing permits for the whole duration of the championship, insurance and sundry expenses such as gifts, cups, trophies, etc..
For the closing gala dinner, be it a dinner with table service or a buffet dinner, participating Nations shall be assigned a number of seats corresponding to the number of gala dinner seats they reserved.
If no details about the accommodation have been specified by the deadline set by the organizers, the participating Nations shall imperatively have to book their accommodations themselves and shall still pay € 1350 to the organizers.
Any Nation that undertakes to take part in a championship by filling in the relevant registration form but does not show up, shall, in any case, pay the contribution of € 1350 to the organizing Nation. Nations failing to comply with this provision shall be forbidden from taking part in and organizing **** championships.
All Nations shall communicate their arrival dates to the organizing Nation at least one week before the competition. Any absent Nation (that has not arrived) at the first team managers’ meeting shall be considered as a WITHDRAWING Nation and shall not be allowed to participate in the championship (see penalties under article 31 § c).
Together with the event programme, the organizing Nations shall provide a list of hotels, lodgings, rooms and campsites located within a 20-km range from the venue.
The organizers shall see to it that all registration forms are duly filled in and carry the mobile phone numbers of one delegate and one team manager. Addresses and emergency telephone numbers (police, fire-fighters, hospitals, etc.) shall be provided in the program leaflets.
The “Carp Fishing” World Championship shall take place in late September.
-6- For the competitions, the distance between the fishing areas of each “pair” (to be measured from the exterior of an area to the exterior of the other area) shall be between minimum 20 metres and maximum 60 metres. This distance may be reduced subject to F.I.P.S.e.d. approval.
The angling area of each “pair” shall consist of “20 x 12 metre” peg, which may be entirely used and shall allow setting up camping tents and umbrellas. No bright colours shall be used for said tents and umbrellas (dark green, khaki or “camouflage”). The fishing area shall be staked out; the poles shall be well driven into the shore and along the sides of the safety lane; furthermore, they shall be evenly spaced, 20 metres from each other. Similarly, a D corridor shall be created, which will serve as a passageway for organisers, Jury members, reserves, journalists, and delegates of all participating Nations. Access to such security corridor shall be forbidden for the public and the spectators.
Team managers – 2 per Nation – may enter their teams’ competitor pegs; team managers shall wear green back-numbers marked with a C, clearly indicating their status. Only one team captain shall be authorised inside a peg. Reserve competitors shall wear a red back-number marked with an R letter.
The organization shall customize each pair’s peg by means of a board indicating the names and the nationality of the pair’s competitors, as well as the number, weight and type of every xxx caught, updated every 6 hours. Such boards are provided by F.I.P.S.e.d.’s person in charge of the rankings.
A - Access authorised for two competitors, their team managers (one at a time) and Jury members.
B - Access authorised for Jury members, reserves, stewards, the Team Managers of the Nation to which the competitors belong and the press, with the consent of the two competitors.
C and D - Access authorised for the organisers, Jury members, reserves, press and Delegates of all Nations, but forbidden to the public and to spectators.
TEAM MANAGER'S MEETING
7- It would be advisable that general stewards attend the team managers’ meetings.
In the event that a team manager or a Nation’s delegate is absent, the President of F.I.P.S.e.d. or a delegated representative shall draw lots.
1st meeting – On the eve of the competition’s start
During this first meeting, an international Jury shall be appointed, pursuant to article 28 of the present Official Rules. Then, the following operations shall be carried out:
- Roll call of nations.
- Nations shall draw lots in alphabetical order to define the call-up order of the draw.
- Various information about the progress of the championship.
- Drawing lots exclusively attributing sectors (A, B, C) to the “pairs” of each team.
2nd meeting – In the morning of the competition starting day
- Drawing lots to attribute anglers their competition slots in the various sectors.
Subsequent meetings – During the competition, the organisers will organise daily meetings (time to be determined by the organizers)
- Comments on the progress of the championship.
Depending on the issues to be discussed, an extraordinary meeting may be summoned by the organizers.
NB: Managers’ meetings are informative meetings, where guidelines are provided for the competitions. Under no circumstance shall changes to the Rules be made during the managers’ meetings. The Rules shall only be changed at F.I.P.S.e.d. Executive Committee’s annual meetings, based on the remarks that shall be sent in writing by national Federations to F.I.P.S.e.d.’s general Secretary.
DRAWING LOTS
-8- Lots shall be drawn out at least 180 minutes before the beginning of the competition, under the scrutiny of the organizers, in the presence of the team managers or delegates of each team, and F.I.P.S.e.d. representatives.
The drawing lots will be carried out according to an automatic grid defined in advance by F.I.P.S.e.d.. Said grid shall be designed in a way such as to allow positioning the “pairs” belonging to a team in each third of a sector.
-9- In streams, channels and watercourses, angling position number 1 shall always be located downstream; in water bodies (lakes, ponds, etc.) position number 1 shall always be located to the left looking at the water body, and marking will run from the left to the right.
-10- The team managers shall be given a back number for each one of their competitors making up the “pair”.
Back numbers for the different sectors shall have different colours (except green or red); alternatively, they may be of a neutral colour with different coloured lettering for each sector.
Wearing the back numbers is mandatory.
GENERAL RULES
-11- Each “pair” shall have 120 minutes to get ready. As soon as the anglers arrive at the venue wearing their back numbers, they shall imperatively deposit all their equipment and baits at the peg they have been attributed by drawing lots – regardless of whether they are ready for use or not – without however entering the peg (these provision also apply to the people helping the anglers to transport their equipment). It is not allowed to prepare the material until the signal is given that the competitors are allowed to enter their pegs. During preparation, the competitors may not get any help. The bait and all pieces of equipment may be handed over to the competitors until the ground baiting signal is given. After the signal, only once during the entire competitions shall it be possible to hand over baits, ground baits, equipment, or fishing tackle to the anglers, and this through their team managers. Said supplies shall be handed over during the competition, at the same time to all participating Nations. The day, time and duration of the aforesaid supply operations shall be decided at the first team managers’ meeting.
Any angler ("PAIR") caught in the act (flagrante delicto) to acquire any supplies at a time other than the authorised one, or having more baits or ground baits than the quantities allowed for the competition, shall be given a red card = last rank + 1 in the final ranking. F.I.P.S.e.d.’s Executive Committee reserves the right - depending on the violation - to prevent the anglers (“pairs”) from participating in **** F.I.P.S.e.d. championships for a given period of time.
Competitors may reach the venue by their personal means of transportation.
-12- There shall be one steward assigned to each “pair” and a general steward for each sector. Such individual and general stewards shall have thorough knowledge of the rules of the competition. In order to make sure that at least one steward always present, there may be two or three of them working in shifts. The stewards in charge shall weight the xxx caught by a team from the organizing Nation, but such weighing operations shall then also be validated by a member from another country, both at night and during the day.
The individual steward must:
a) Control the carp keep-net and, if necessary, control the ground bait quantity.
b) Control the angling behaviour of the “pair” he is responsible for.
c) Verify and take note of every xxx caught and of its weight.
d) Keep an eye, at the end of the competition, on the xxx caught by the “pair” and forbid access to the angling position to any unauthorised person until the arrival of the weighing team; together with the anglers of the “pair”, the individual steward shall sign the weighing sheet carrying the weight of the xxx.
-13- Only carps (mirror, common, leather) and grass carps (white or silver coloured) shall be validated. To be included in the calculations, xxx shall weigh at least 1,500 grams. These provisions shall be included in the program and reminded at the first team managers’ meeting. The organisers shall formally inform F.I.P.S.e.d.’s Technical Commission should most carps in the waterbody selected for the championship not weigh at least 1,500 grams. Should that be the case, the 1,500 g xxx minimum weight shall be reduced. xxx shall only be kept alive in carp keepnets (only 1 xxx per keepnet). During the competition, the keepnets shall be immersed into the water to their full length, and shall contain no lead, ballast, or any other object. Throughout the competition, no other system for preserving the caught xxx shall be used. Competitors shall have a sufficient quantity of carp keepnets. Any caught xxx that is smaller than the minimum legal size or is mutilated, shall be seized by the weighing team, and the “pair” concerned shall be given a yellow card.
In the event of any lack of keepnets, the stewards shall be asked to weigh some xxx in order to free a few keepnets.
-14- It is forbidden to use animal baits and ground baits, both living and dead, xxx roe and products of metal origin.
Only the following shall be authorised:
- Fresh or frozen meals, covering mixes;
- Seeds, boilies and pellets – natural or artificial.
Any agglomerate of the above-mentioned products shall not exceed the size of a 70-mm diameter sphere. Argyle, bentonite and baiting-leads coated with covering meal are forbidden.
For the 72-hour angling activities, the amount of solid xxx food for both ground baiting and hooking shall not exceed 200 kg per “pair”; said amount may however be reduced depending on the venue.
At the end of the competition, any ground bait waist shall not be thrown into the water.
-15- The competition shall take place by sectors, in a single 72-hour leg.
In the event of a forced interruption (e.g. a thunderstorm, demonstration, natural disaster, etc.), the Jury may validate the leg, provided that it lasted at least 48 hours.
The Jury can decide to reduce the duration of the leg if the competition schedule does not allow continuing angling for the 72 scheduled angling hours.
-16- Each competitor is expected to fully abide by the competition rules.
-17- Reels shall compulsorily feature a fixed drag.
The lines shall be stretched inside the angling area marked by the axes of the peg’s side implantations. Baiting outside such angling area is forbidden.
During the angling activities, all mounted lines shall be thrown outside the fishing peg, only by using fishing rods and by no other means.
Only a single hook shall be allowed for each fishing-line, and the “hair rig” is compulsory.
Only angling with a lead of a minimum of 50 g shall be allowed. Should the line break, the assembling system used shall allow the xxx to easily free itself from the lead. Similarly, the fishing line shall feature an “anti shock” system preventing breakage when casting.
Fishing using floats is forbidden.
Angling with swing feeder, swing tip, quiver tip and resorts baits is forbidden.
Back leads shall be allowed but the stewards may order their withdrawal at any time, in order to verify the angling axes.
During the throwing of the tackles, the lead shall not make any lateral movement in the peg. Lead movements shall only be in the peg-water and water-peg directions.
Using remotely controlled devices and echo sounders forbidden.
Using electronic, acoustic and visual bite signalling units is allowed.
The perimeter of the fishing areas may be marked by floats, which may or may not be luminous. Said landmarks shall be placed inside the angling areas marked by the pole axes of the peg sides. Said landmarks may remain there throughout the competition, but shall be removed at the end of the competition.
Keepnets and the damp reception beds are compulsory. Their size and quality shall ensure the xxx safety.
The keepnets and the damp reception beds shall be dampened before putting in the xxx.
After the weighing, the xxx shall be put back into the water alive and with care.
Fishing tents are compulsory inside the pegs.
It is forbidden to light the water by means of torches or lamps; however, it is allowed to use illumination aids inside the tent (discrete lighting with a frontal torch shall be allowed to net xxx).
One competitor – or two in the event of a simultaneous catch – may only enter the water up to his/her boots (below the knees) to net a xxx or put it in the net.
At the end of the competition, the pegs shall to be left absolutely clean.
All devices propelled by compressed air, gas or electricity are forbidden.
Vehicles are not allowed to circulate at night, except for those of the organizers.
At night, only a team manager may enter the competitors’ pegs, but he/she shall be accompanied by a steward or by a team manager of a different nationality.
The catching of a xxx is valid, even if it is accidentally hooked outside its mouth.
Any xxx caught in an angler’s ring and trespassing on the ring of a direct neighbour, shall be valid.
Any caught xxx hanging from the line of a neighbour shall be valid.
The xxx caught shall only be valid on condition that the sinker used for casting is still hanging on the line.
Deliberate foul hooking of xxx is prohibited.
All kinds of fire are forbidden under the tent.
During the competition, anglers are allowed to use any auricular or walkie-talkie.
-18- Competitors may keep and assemble as many rods as they wish, but they are only allowed to xxx with a maximum of 4 rods per “pair” at any time. Extra rods shall be placed vertically outside the angling rod pods, whereas the rods used to place the luminous landmarks shall be identified, marked out, and they shall not be located on the rod pod for the rods in use.
-19- Only the competitors shall be authorised to use landing nets with an opening of at least 70 cm-diameter.
-20- Competitors are not allowed to receive any external help; only the team manager is authorized to access the angling peg of the competitors of his/her team, and this only to give verbal advice. A team manager shall not be allowed into the peg of a “pair” who is not part of his/her team.
-21- Competitors may use the space of the peg allotted to them however way they wish.
Inside the peg allotted to them, the competitors shall move discretely and noiselessly. All angling actions shall only take place inside the peg (throw-in, recuperating, ground baiting and netting).
Using of “flashes” or any other lighting system is forbidden at night (hours to be established at the first team managers’ meeting).
-22- The anglers shall wait for the first signal before entering their peg; after the signal, the competitors may start preparing their equipment, testing their lines, and preparing their ground bait (see quantity-related provision in article 14). They shall be allowed 120 minutes to perform said preparatory operations; anglers are not allowed to get out of their pegs during preparation.
When the second signal is given, the anglers may start ground baiting and fishing.
Only manual baiting or baiting using a catapult manipulated with both hands (of the type used for throwing baits), tubes for throwing boilies handled with one or two hands, big spoons with handle or grip held by one or two hands, catapults placed on the ground and handled with two hands, the propulsion power of which must be elastic bands or, possibly, springs, soluble bags, soluble wires, baits rockets with a dimension that does not exceed 70 millimetres at the inner diameter and 200 millimetres of length, thrown by means of a fishing-rod are allowed. It is forbidden to use catapults resting on the angler’s legs. From 6.30 p.m. until 8.00 a.m., it is forbidden to use the catapults and bait rockets placed on the ground. Only throwing sticks for boilies using one or both hands and the catapult handled with two hands are authorised.
Except for the aforesaid time interval, baiting is allowed with all baits and systems envisaged by the rules.
The third signal shall warn the competitors that they have only 15 minutes left before the end of the competition.
The fourth signal shall mark the end of the competition.
Fifteen more minutes shall be allowed to take out of the water any xxx hooked before the 4th signal.
In this event, a 5th signal shall be given 15 minutes after the 4th signal; after the 5th signal, only the xxx that is fully out of the water shall be counted.
The acoustic signals for the different phases of the championships shall be short; in all cases, the beginning of the signal is taken into consideration.
-23- During the competition, individual stewards shall stand behind the anglers, on their right or left side, in such a way that they do not bother the anglers, but can still control the xxx caught by the competitors assigned to them. Carp keep-nets shall be positioned so that the stewards can see them; the xxx shall be put in the net and kept alive until the weighing team arrives.
WEIGHING OPERATIONS
-24- The weighing operations shall be performed by three teams composed by 2 elements each (one team for each sector). All weighing procedures must take place as soon as possible and at least every 2 hours. The weighing must be carried out with a scales certified with a conformity certificate; the scales shall be suspended on a tripod placed on the ground in the official corridor. In the three sectors, the scales must be identical, both as regards the model and the brand and with a graduated scale with indications every 50 grams.
-25- The weight marking shall be visible to both by the stewards and the competitors of the “pair”.
Apart from stewards, the competitors concerned and their team manager, no other person, except the Jury members, is authorised to intervene, neither verbally nor in any other way, in the weighing operations.
One person will be in charge of weighing.
Another person shall be tasked with registering the weight in the official document.
Two scales shall be provided for each sector. The carp keepnet provided by the organisation shall be compulsory for the weighing of each xxx; it will be dampened and tared before each weighing. Carp keepnets shall be of a special type, suitable for the weighing of carps; they shall be made of a soft, synthetic material, which is permeable and fretworked. The keepnets shall be identical for all three sectors.
Weights shall be recorded in grams.
-26- Until the arrival of the weighing team at their pegs, the competitors shall leave their carp keepnets in the water. The caught xxx shall be carefully taken out and put in the weighing keepnet; it shall be put on a reception bed by a member of the team of the “pair” concerned; after weighing, the xxx shall be put back into the water under the supervision of the stewards (after weighing, the xxx cannot be put back into the keepnet). This operation shall be performed with great care.
-27- The two anglers making up the “pair” shall be present in order to witness the weighing operations and sign the weighing protocol, where the weight of the catch is recorded. Once the weighing procedure is over, the xxx has been put back into the water, and the weighing protocol has been signed, no complaint about the weight shall be accepted.
THE JURY
-28- An international Jury shall be appointed to examine any complaints lodged and to apply penalties as per the rules; the Jury shall be established at the first team managers’ meeting.
The Jury shall consist of the following members:
- F.I.P.S.e.d.’s President, or a substitute delegated by the President;
- F.I.P.S.e.d.’s General Secretary;
- The members of F.I.P.S.e.d.’s Executive Committee;
- A delegate representing the organizing Nation, unless he/she holds the same nationality as the above-mentioned members, except for the F.I.P.S.e.d.’s President (or his substitute) who shall be the President of the Jury ex officio.
The Jury members shall be at least 5. If this number is not reached, some delegates from different Nations shall be chosen by drawing lot with the aim to reach at least 5 members. These delegates cannot have the same nationality as the F.I.P.S.e.d.’s representatives and the organizing Nation.
These delegates shall be enrolled on the team registration form; managers cannot be appointed as delegates.
In the event of any infringement by a “pair” or a team holding the same nationality as a member of the Jury, such Jury member shall not vote (except if he/she is the President of the Jury).
The members of the Jury shall wear a “Jury” badge, and shall be at the competition venue to receive any complaint. A place where one or more members of the Jury shall always be available shall be indicated.
-29- Any complaints, except for those concerning the rankings, shall be submitted to the Jury within 1 hour after the end of the championship. Complaints shall be lodged verbally, but they shall immediately be confirmed in writing. Should they deem it necessary, the Jury may watch any video or look at any picture produced by the delegate of the Team filing the complaint.
Complaints concerning the ranking shall be lodged within 30 minutes after publishing of the official results. The publishing time shall be recorded in the official result list. A € 100 deposit - for which the F.I.P.S.e.d.’s general Secretary or his delegate shall issue a receipt - shall complement any written complaint submitted to the Jury. Should the complaint not be judged grounded by the Jury, the deposit shall be transferred to F.I.P.S.e.d.’s bank account.
All infringements and warnings shall be reported to the Jury, with the Jury being the only authority enabled to disqualify anglers. Any “pair” who is imposed a penalty shall be informed immediately.
The Jury members and all general stewards shall make sure the Rules are abided by. Hence, they shall have a thorough knowledge of such Rules.
-30- The Rules, which are drawn up in the 2 official languages, shall be made available to the Jury and the team managers by the organizers of the championship.
The international Jury will make its decisions on a simple majority basis; in the event of a tie vote, the President of F.I.P.S.e.d. or his/her delegate shall have a casting vote.
All members of F.I.P.S.e.d.’s Executive Committee shall wear a personal badge; they shall be entitled to circulate in the officials’ corridor. Said badges shall only be valid for the Executive Committee’s term of office (4 years).
LIST OF PENALTIES
-31- The penalties shall be as follows:
a) Warning (yellow card) for the infringement of articles 11, 13, 16, 19, 20, 21, 22, 23 and 26.
b) Disqualification (red card) for the infringement of articles 11 (last but one §) 14, 17, 18, 38, 39.2 and 40, and after a second warning for the infringement of articles 11, 13, 16, 19, 20, 21, 22, 23 and 26.
c) Disqualification of the Nation for the infringement of articles 5 and 37.
d) When a “pair” is disqualified, a number of points equal to the number of the participating Nations + 1 will be assigned to it. If a “pair” is disqualified, the “pairs”, which follow upon it in the ranking, will keep their original ranking (for example: X that was qualified 8th is disqualified, the subsequent “pairs” will keep their places and will mark 9 points, 10 points, and so on).
e) Any warning given to a Nation shall be recorded in that Nation’s file and shall remain in the files for a period of 3 years. Any new infringement over these 3 years shall be considered as a “relapse” and the Jury shall make its decision considering such relapse and the list of penalties.
f) Any warning given to a “pair” shall be recorded in the pair’s file for a period of 3 years. Any new infringement shall be considered as a “relapse”, and the Jury shall make its decision considering such new infringement and the list of penalties.
g) F.I.P.S.e.d.’s Executive Committee shall be entitled, both during a competition and subsequently, to impose penalties on fishermen, captains or reserves if they infringe any rule or misbehave, even if said infringements are not provided for in the official Rules.
-32- The members of F.I.P.S.e.d.’s Executive Committee may access the competition venue and take note of any infringement of the Rules.
RANKINGS
-33- 1- RANKING BY SECTOR
a) Ranking by sector shall be drawn up based on the weight (1 point per gram).
The competitor who recorded the highest weight shall be given 1 penalty, while 2 penalties shall be attributed to the second one, and so on.
b) In the event of a tied score (same weight) in the same sector, the “pairs” concerned shall obtain a number of penalties equalling the average placing they should have had (example n° 1: two “pairs” placed equal 5th shall obtain (5+6):2 = 5.5 penalties each; example n° 2: three “pairs” tying in the 8th placing, totalise (8+9+10):3 = 9 penalties each).
c) “Pairs” who have not caught any xxx will receive a number of points equal to the average value of non-attributed places in their sector (example n° 1: 24 “pairs”, 12 of whom rank at the first 12 places with penalties ranging between 1 and 12, the following “pairs” will mark (13+24):2 = 18.5 penalties each; example n° 2: 29 “pairs”, 5 of whom have caught xxx and scored 1 to 5 points - the 24 “pairs” who have not caught any xxx mark (6+29):2 = 17.5 penalties; example n° 3: 29 “pairs”, 26 of whom have caught xxx, whereas the 3 “pairs” who have not caught any xxx will score (27+29):2 = 28 penalties. If there is only 1 “pair” who has not caught any xxx or one or more missing “pairs” in a sector, they shall obtain a number of penalties equalling the last position in the sector (example: 29 “pairs”, 28 of whom have caught xxx, whereas one “pair” has not, the latter will get 29 penalties).
2- GENERAL TEAM RANKING
a) Total of the penalties obtained in each sector by the “pairs” of the same team; the national team with the lowest number of penalties shall rank 1st, and so on.
b) In the event of a tie on penalties, the teams concerned shall be ranked by the highest total aggregate team weight obtained by the “pairs” of the same team throughout the competition.
c) In the event of a tie on weight, the heaviest weight obtained by a “pair”shall prevail.
d) Should two or more “pairs” have obtained the same weight, priority shall be given to the “pair” that has caught the biggest xxx.
e) In the event of a new tie, priority shall be given to the smallest number of fishes caught.
3- GENERAL “PAIR” RANKING
a) The “pairs” that ranked first in each sector ranking shall run for the top positions in the general ranking; the ones who ranked second in each sector shall compete for the following positions, and so on.
b) In the event of a tie on penalties, the “pairs” shall be ranked by the heaviest weight obtained.
c) Should two or more “pairs” have obtained the same weight, priority shall be given to the “pair” that has caught the biggest xxx.
d) In the event of a new tie, priority shall be given to the heaviest average weight (overall weight divided by the number of fishes caught).
e) In the event of a new tie, priority shall be given to the smallest number of fishes caught.
4- NATION RANKING
A World or Zone ranking per Nations, considering the last 5 years (as F.I.F.A.’s rankings) shall be drawn up for all championships; such ranking list shall be updated every year and published on F.I.P.S.e.d.’s website.
The Nations included in such ranking that, for any reason, do not participate in a championship, shall be given a number of penalties equal to the number of participating Countries for that specific year + 1.
-34- The ranking will be established by a person mandated by F.I.P.S.e.d. or, lacking this person, by the organizers, in the presence of F.I.P.S.e.d.’s President or in the presence of his representative and, possibly, also in the presence of the members of the Jury.
ROD LENGTH
-35- The length of the rods is limited to 4 metres.
“CIVIL LIABILITY” INSURANCE
-36- The organizers shall take out a “CIVIL LIABILITY” insurance to cover the whole event (from the eve of the competition to the end of the final dinner); a certificate issued by the insurance company, certifying that the whole event is covered by a “CIVIL LIABILITY” policy shall be handed over to the President of F.I.P.S.e.d. two months prior to the competition.
TRAINING
-37- Training at the venue during the 15 days prior to the competition is forbidden.
ELECTRIC POWER LINES AND PLANTS
-38- It is strictly forbidden to place competitors at a distance of less than 50 metres, on both sides, from any electrical plant (electrical lines, transformers, trellises, etc.).
RULES IN THE EVENT OF A THUNDERSTORM
-39- 1- WHEN A THUNDERSTORM BREAKS OUT BEFORE OR DURING PREPARATION
No angler shall be allowed to access his/her peg or prepare his/her material; a signal shall indicate the postponement of the access into the angling peg or the end of the preparation phase.
If the weather conditions and the competition schedule allow, the competition may be regularly performed.
2- IF A THUNDERSTORM BREAKS OUT DURING THE COMPETITION
The competition shall immediately be stopped (a 1st signal will be emitted by the organizers) and all competitors shall take shelter outside the pegs. If the weather conditions allow, the competition shall then continue and a 2nd signal shall inform the competitors that they may return to their pegs; a 3rd signal, 5 minutes later, shall authorize the competitors to resume angling. The interruption duration shall not be added to the initial 72 hours.
The Jury may shorten the duration of the competition if the competition schedule does not allow angling for 72 hours.
The competition shall be validated if it lasted at least 48 hours.
ANTI-DOPING CONTROLS
-40- F.I.P.S.e.d. adopts the World Anti-doping Code applied by C.I.P.S..
During a championship, the anglers selected to undergo anti-doping controls shall imperatively go to the designated place at the indicated time, following F.I.P.S.e.d.’s or the Jury’s guidelines. Any angler selected to undergo anti-doping checks who does not report for the controls, as well as the "PAIR" the angler belongs to, shall be disqualified from the competition and shall be given a penalty corresponding to the bottom rank in the ranking + 1.
Organizing Nations shall cover all anti-doping controls costs. All contacts with the NADO (National Anti–Doping Organization) of each Nation shall be exclusively kept by the organizers of the championship under consideration.
ADVERTISING ON BACK-NUMBERS
-41- Advertisements shall not be obligatory.
The size of the advertisement characters on the back numbers shall not exceed a height of 6 cm; this form of advertisement shall only be authorized on the lower part of the back number, both on the front and on the back sides.
F.I.P.S.e.d. AND C.I.P.S. fees
-42- A € 150 fee shall be paid by each participating Nation; said fee shall remain available to F.I.P.S.e.d..
A € 500 fee shall be paid by the organizing Nation to C.I.P.S.’s disposal (to be paid to C.I.P.S.’s bank account).
OPENING CEREMONY AND AWARDING OF PRICES TO THE WINNERS
-43- The opening ceremony and the presentation of the teams shall take place the eve of the competition at 6:00 p.m.. Said ceremony shall not last longer than 2 hours, and shall not end later than 08:00 p.m..
The top 3 teams and the top 3 “pairs” shall officially receive a GOLD, a SILVER and a BRONZE medal respectively. In conformity with international standards, during the prize awarding procedures, the national anthems of the winners shall be played and their national flags shall be raised. The medals shall be paid for by F.I.P.S.e.d. and shall be handed over by F.I.P.S.e.d.’s designated representative.
Any other reward shall be equally awarded to all participating Nations. All participating Nations shall provide their flags and the recordings of their national anthems.
During the ceremony for the announcement of the official results, the winning Nation may be represented on the podium by up to 11 persons, who shall be handed out the medals while playing their national anthem.
RULES VERSIONS
-44- In the event of any dispute arising from or in connection with the interpretation of these Rules, only the French version shall be considered as the original and reference text.
OBLIGATIONS OF THE ORGANIZING NATIONS
-45- The organizing Nation of a World or Zone (Europe, etc.) Championship shall:
a) Have the F.I.P.S.e.d. trophies engraved (plate or logo);
b) Send out official programs and information about the championship in the 2 official languages (English and French).

OFFICIAL F.I.P.S.e.d. RULES OF INTERNATIONAL “FOR NATIONS” COMPETITIONS “CARP FISHING”
ORGANIZATION
-1- Official international competitions shall only be organised by national Federations that are members of C.I.P.S.. The organising Federation shall be officially responsible for the competition under consideration.
-2- Only the members of a national Federation affiliated with C.I.P.S. who have fully paid their annual membership fees shall be allowed to participate. They shall be designated by their Federations; the anglers who belong to the teams of national Federations must hold the same nationality as their Federations.
There shall be only one (1) foreign competitor in each national Federation team, on condition that the following requirements are met:
- The application shall be forwarded by the Nation the angler wishes to represent;
- The application shall be complemented by a letter of the Sports Ministry of the concerned Country;
- The competitor shall have resided in said Country for at least 5 years.
Competitors shall always be able to prove their nationality by means of national IDs or passports.
All supporting documents shall be produced at the 1st team managers’ meeting.
Any angler, who has already participated in a World Championship or in any international competition representing a Nation, shall not be allowed to compete for any other Nation.
Only teams that are members of national Federations shall be allowed to take part in World and Zone (Europe, etc.) Championships.
In order to apply to organize a championship, the Nation under consideration must have participated at least once, over the previous three years, in the championship that they wish to organize.
A preliminary programme shall imperatively be sent to F.I.P.S.e.d.’s Secretariat before the 31st October of the preceding year.
With the exception of the World Fishing Games, F.I.P.S.e.d. is officially tasked with providing the printed material, certificates and rankings for the awarding of prizes for all championships; therefore, the organizing Nation shall pay for all board and lodging expenses (room, meals and closing gala dinner) of the person performing such tasks. Said person’s stay may begin on the eve of the competition and end on the day after the closing dinner; F.I.P.S.e.d. shall pay for the relevant travelling expenses.
For all F.I.P.S.e.d. championships, the organizing Nation shall cover all board and lodging expenses (room, meals and closing gala dinner) for two members of F.I.P.S.e.d.’s Executive Committee, and for the person in charge of the rankings; their stay may begin on the eve of the competition and end on the day after the closing dinner.
No championship organization shall be entrusted to a Nation if that Nation does not undertake to put live xxx back into the water after they have been counted and weighed (it is forbidden to kill xxx).
The Nation organizing a World or Zone Championship shall be responsible for procuring the trophies, which will be paid for by F.I.P.S.e.d.; the organizing Nation shall envisage 3 trophies for the team competitions, 6 trophies for the “pair” competitions and 2 trophies for the “pair” who has caught the biggest xxx. F.I.P.S.e.d. shall refund a maximum amount of € 550 for 11 trophies. Such trophies shall feature a plate, carrying a “F.I.P.S.e.d.” engraving or F.I.P.S.e.d.’s logo as well as the place and date of the championship. An invoice will be required in order to prove trophy-related expenses. If the aforesaid provisions (concerning the plate/logo) are not complied with, F.I.P.S.e.d. shall not reimburse any money. F.I.P.S.e.d. shall provide the medals.
Programmes and invitations for all championships shall only be sent to Nations that are members of F.I.P.S.e.d. (no invitations shall be sent to clubs or individuals).
-3- Each C.I.P.S. member Nation shall be allowed to present one team only, composed of 3 “pairs” of competitors (for carp fishing, competitors compete in “pairs”).
No competitor shall be allowed to participate as an individual.
Maximum two reserves will be allowed for each Nation. If an angler is replaced, the substitution shall be final. Competitors that are replaced for technical or medical reasons shall be replaced under the supervision of the stewards. The reserves may enter the peg with their fishing tackle, but without their baits and ground baits.
It shall be possible to replace one or two members of a “pair”. It shall also be allowed to replace two competitors belonging to two different “pairs” with the two official reserves. Maximum two changes shall be allowed.
-4- Competitions shall be organized at watercourses, such as rivers, canals, or at suitable stretches of water, such as lakes etc.; it must be possible to xxx along the entire width of the venue. The venue’s average depth shall be of at least 1.5 meter. The minimum width of the venue shall be 100 meters for rivers, if the competitors are lined up on one shore only. For all other stretches of water (without currents), the venue’s minimum width shall be 100 metres, with the competitors being lined up on one shore only, or 300 meters if the competitors are lined up on both shores. The carp population shall be sufficient, with a good percentage of xxx weighing between 3 and 5 Kg.
Any possible xxx-restocking program must be submitted to F.I.P.S.e.d.’s Technical Commission for approval. In any case, xxx-restocking shall take place at least 3 months before any championship. A video or photographs documenting the restocking operations shall be shot/taken by the organizers and sent to the F.I.P.S.e.d. Technical Commission.
-5- The selected venue shall offer equal fishing conditions for all competitors; the venue should be free from obstacles – to the extent possible – including power lines, bridges etc., except from the space between the sectors; sectors shall be at least 200 metres far from each other. The venue shall not expose the competitors or the spectators to any kind of danger. Medical facilities shall be set up near the fishing sectors. Organizers shall make toilets, showers, and washbasins available to the anglers.
When selecting a venue, lakes should be preferred to rivers or streams, and they shall allow accommodating 25 Nations.
One or more members of the Technical Commission or a competent delegate shall inspect the venue that may be selected for a championship, and said inspection shall take place at the same time of the year as to that proposed for the organization of the competition under consideration. F.I.P.S.e.d. shall pay for the travelling expenses (including flight and train tickets or car) of the Technical Commission’s member(s), while the organizers shall cover all transfer costs from the airport or train station, and will pay for accommodation and meals. A report of the inspection shall be submitted to the Executive Committee of F.I.P.S.e.d. for evaluation and approval. The final decision on the approval or rejection of a venue by F.I.P.S.e.d. shall be communicated to the candidate Nation.
With regard to accommodation, participating Nations shall have two options:
1- Opting for the official accommodation proposed by the organizing Nation (optional). In that event, the organizing Nation shall clearly indicate the terms and conditions for the stay, including:
- The half-board price per night per person for, depending on the number of persons sharing each room, regardless of the duration of the stay (full board cannot be mandatory); the participating Nation shall specify the dates of their anglers’ stays (the term “official stay” used by many Nations, starting on Thursday, has never appeared in any regulations, and therefore should not be used);
- The price of the closing gala dinner.
The accommodation terms proposed to the Nations shall first be approved by the Technical Commission.
2- Selecting their hotels by themselves.
If this is the case, participating Nations shall be required to communicate their accommodation-related choices to the organizing Nation upon registration (in the official registration form).
In both cases (participation through or without the help of the organizers), the registration fee is € 1350, which includes 11 closing gala dinners and 8 fishing permits for the whole duration of the championship, insurance and sundry expenses such as gifts, cups, trophies, etc..
For the closing gala dinner, be it a dinner with table service or a buffet dinner, participating Nations shall be assigned a number of seats corresponding to the number of gala dinner seats they reserved.
If no details about the accommodation have been specified by the deadline set by the organizers, the participating Nations shall imperatively have to book their accommodations themselves and shall still pay € 1350 to the organizers.
Any Nation that undertakes to take part in a championship by filling in the relevant registration form but does not show up, shall, in any case, pay the contribution of € 1350 to the organizing Nation. Nations failing to comply with this provision shall be forbidden from taking part in and organizing **** championships.
All Nations shall communicate their arrival dates to the organizing Nation at least one week before the competition. Any absent Nation (that has not arrived) at the first team managers’ meeting shall be considered as a WITHDRAWING Nation and shall not be allowed to participate in the championship (see penalties under article 31 § c).
Together with the event programme, the organizing Nations shall provide a list of hotels, lodgings, rooms and campsites located within a 20-km range from the venue.
The organizers shall see to it that all registration forms are duly filled in and carry the mobile phone numbers of one delegate and one team manager. Addresses and emergency telephone numbers (police, fire-fighters, hospitals, etc.) shall be provided in the program leaflets.
The “Carp Fishing” World Championship shall take place in late September.
-6- For the competitions, the distance between the fishing areas of each “pair” (to be measured from the exterior of an area to the exterior of the other area) shall be between minimum 20 metres and maximum 60 metres. This distance may be reduced subject to F.I.P.S.e.d. approval.
The angling area of each “pair” shall consist of “20 x 12 metre” peg, which may be entirely used and shall allow setting up camping tents and umbrellas. No bright colours shall be used for said tents and umbrellas (dark green, khaki or “camouflage”). The fishing area shall be staked out; the poles shall be well driven into the shore and along the sides of the safety lane; furthermore, they shall be evenly spaced, 20 metres from each other. Similarly, a D corridor shall be created, which will serve as a passageway for organisers, Jury members, reserves, journalists, and delegates of all participating Nations. Access to such security corridor shall be forbidden for the public and the spectators.
Team managers – 2 per Nation – may enter their teams’ competitor pegs; team managers shall wear green back-numbers marked with a C, clearly indicating their status. Only one team captain shall be authorised inside a peg. Reserve competitors shall wear a red back-number marked with an R letter.
The organization shall customize each pair’s peg by means of a board indicating the names and the nationality of the pair’s competitors, as well as the number, weight and type of every xxx caught, updated every 6 hours. Such boards are provided by F.I.P.S.e.d.’s person in charge of the rankings.
A - Access authorised for two competitors, their team managers (one at a time) and Jury members.
B - Access authorised for Jury members, reserves, stewards, the Team Managers of the Nation to which the competitors belong and the press, with the consent of the two competitors.
C and D - Access authorised for the organisers, Jury members, reserves, press and Delegates of all Nations, but forbidden to the public and to spectators.
TEAM MANAGER'S MEETING
7- It would be advisable that general stewards attend the team managers’ meetings.
In the event that a team manager or a Nation’s delegate is absent, the President of F.I.P.S.e.d. or a delegated representative shall draw lots.
1st meeting – On the eve of the competition’s start
During this first meeting, an international Jury shall be appointed, pursuant to article 28 of the present Official Rules. Then, the following operations shall be carried out:
- Roll call of nations.
- Nations shall draw lots in alphabetical order to define the call-up order of the draw.
- Various information about the progress of the championship.
- Drawing lots exclusively attributing sectors (A, B, C) to the “pairs” of each team.
2nd meeting – In the morning of the competition starting day
- Drawing lots to attribute anglers their competition slots in the various sectors.
Subsequent meetings – During the competition, the organisers will organise daily meetings (time to be determined by the organizers)
- Comments on the progress of the championship.
Depending on the issues to be discussed, an extraordinary meeting may be summoned by the organizers.
NB: Managers’ meetings are informative meetings, where guidelines are provided for the competitions. Under no circumstance shall changes to the Rules be made during the managers’ meetings. The Rules shall only be changed at F.I.P.S.e.d. Executive Committee’s annual meetings, based on the remarks that shall be sent in writing by national Federations to F.I.P.S.e.d.’s general Secretary.
DRAWING LOTS
-8- Lots shall be drawn out at least 180 minutes before the beginning of the competition, under the scrutiny of the organizers, in the presence of the team managers or delegates of each team, and F.I.P.S.e.d. representatives.
The drawing lots will be carried out according to an automatic grid defined in advance by F.I.P.S.e.d.. Said grid shall be designed in a way such as to allow positioning the “pairs” belonging to a team in each third of a sector.
-9- In streams, channels and watercourses, angling position number 1 shall always be located downstream; in water bodies (lakes, ponds, etc.) position number 1 shall always be located to the left looking at the water body, and marking will run from the left to the right.
-10- The team managers shall be given a back number for each one of their competitors making up the “pair”.
Back numbers for the different sectors shall have different colours (except green or red); alternatively, they may be of a neutral colour with different coloured lettering for each sector.
Wearing the back numbers is mandatory.
GENERAL RULES
-11- Each “pair” shall have 120 minutes to get ready. As soon as the anglers arrive at the venue wearing their back numbers, they shall imperatively deposit all their equipment and baits at the peg they have been attributed by drawing lots – regardless of whether they are ready for use or not – without however entering the peg (these provision also apply to the people helping the anglers to transport their equipment). It is not allowed to prepare the material until the signal is given that the competitors are allowed to enter their pegs. During preparation, the competitors may not get any help. The bait and all pieces of equipment may be handed over to the competitors until the ground baiting signal is given. After the signal, only once during the entire competitions shall it be possible to hand over baits, ground baits, equipment, or fishing tackle to the anglers, and this through their team managers. Said supplies shall be handed over during the competition, at the same time to all participating Nations. The day, time and duration of the aforesaid supply operations shall be decided at the first team managers’ meeting.
Any angler ("PAIR") caught in the act (flagrante delicto) to acquire any supplies at a time other than the authorised one, or having more baits or ground baits than the quantities allowed for the competition, shall be given a red card = last rank + 1 in the final ranking. F.I.P.S.e.d.’s Executive Committee reserves the right - depending on the violation - to prevent the anglers (“pairs”) from participating in **** F.I.P.S.e.d. championships for a given period of time.
Competitors may reach the venue by their personal means of transportation.
-12- There shall be one steward assigned to each “pair” and a general steward for each sector. Such individual and general stewards shall have thorough knowledge of the rules of the competition. In order to make sure that at least one steward always present, there may be two or three of them working in shifts. The stewards in charge shall weight the xxx caught by a team from the organizing Nation, but such weighing operations shall then also be validated by a member from another country, both at night and during the day.
The individual steward must:
a) Control the carp keep-net and, if necessary, control the ground bait quantity.
b) Control the angling behaviour of the “pair” he is responsible for.
c) Verify and take note of every xxx caught and of its weight.
d) Keep an eye, at the end of the competition, on the xxx caught by the “pair” and forbid access to the angling position to any unauthorised person until the arrival of the weighing team; together with the anglers of the “pair”, the individual steward shall sign the weighing sheet carrying the weight of the xxx.
-13- Only carps (mirror, common, leather) and grass carps (white or silver coloured) shall be validated. To be included in the calculations, xxx shall weigh at least 1,500 grams. These provisions shall be included in the program and reminded at the first team managers’ meeting. The organisers shall formally inform F.I.P.S.e.d.’s Technical Commission should most carps in the waterbody selected for the championship not weigh at least 1,500 grams. Should that be the case, the 1,500 g xxx minimum weight shall be reduced. xxx shall only be kept alive in carp keepnets (only 1 xxx per keepnet). During the competition, the keepnets shall be immersed into the water to their full length, and shall contain no lead, ballast, or any other object. Throughout the competition, no other system for preserving the caught xxx shall be used. Competitors shall have a sufficient quantity of carp keepnets. Any caught xxx that is smaller than the minimum legal size or is mutilated, shall be seized by the weighing team, and the “pair” concerned shall be given a yellow card.
In the event of any lack of keepnets, the stewards shall be asked to weigh some xxx in order to free a few keepnets.
-14- It is forbidden to use animal baits and ground baits, both living and dead, xxx roe and products of metal origin.
Only the following shall be authorised:
- Fresh or frozen meals, covering mixes;
- Seeds, boilies and pellets – natural or artificial.
Any agglomerate of the above-mentioned products shall not exceed the size of a 70-mm diameter sphere. Argyle, bentonite and baiting-leads coated with covering meal are forbidden.
For the 72-hour angling activities, the amount of solid xxx food for both ground baiting and hooking shall not exceed 200 kg per “pair”; said amount may however be reduced depending on the venue.
At the end of the competition, any ground bait waist shall not be thrown into the water.
-15- The competition shall take place by sectors, in a single 72-hour leg.
In the event of a forced interruption (e.g. a thunderstorm, demonstration, natural disaster, etc.), the Jury may validate the leg, provided that it lasted at least 48 hours.
The Jury can decide to reduce the duration of the leg if the competition schedule does not allow continuing angling for the 72 scheduled angling hours.
-16- Each competitor is expected to fully abide by the competition rules.
-17- Reels shall compulsorily feature a fixed drag.
The lines shall be stretched inside the angling area marked by the axes of the peg’s side implantations. Baiting outside such angling area is forbidden.
During the angling activities, all mounted lines shall be thrown outside the fishing peg, only by using fishing rods and by no other means.
Only a single hook shall be allowed for each fishing-line, and the “hair rig” is compulsory.
Only angling with a lead of a minimum of 50 g shall be allowed. Should the line break, the assembling system used shall allow the xxx to easily free itself from the lead. Similarly, the fishing line shall feature an “anti shock” system preventing breakage when casting.
Fishing using floats is forbidden.
Angling with swing feeder, swing tip, quiver tip and resorts baits is forbidden.
Back leads shall be allowed but the stewards may order their withdrawal at any time, in order to verify the angling axes.
During the throwing of the tackles, the lead shall not make any lateral movement in the peg. Lead movements shall only be in the peg-water and water-peg directions.
Using remotely controlled devices and echo sounders forbidden.
Using electronic, acoustic and visual bite signalling units is allowed.
The perimeter of the fishing areas may be marked by floats, which may or may not be luminous. Said landmarks shall be placed inside the angling areas marked by the pole axes of the peg sides. Said landmarks may remain there throughout the competition, but shall be removed at the end of the competition.
Keepnets and the damp reception beds are compulsory. Their size and quality shall ensure the xxx safety.
The keepnets and the damp reception beds shall be dampened before putting in the xxx.
After the weighing, the xxx shall be put back into the water alive and with care.
Fishing tents are compulsory inside the pegs.
It is forbidden to light the water by means of torches or lamps; however, it is allowed to use illumination aids inside the tent (discrete lighting with a frontal torch shall be allowed to net xxx).
One competitor – or two in the event of a simultaneous catch – may only enter the water up to his/her boots (below the knees) to net a xxx or put it in the net.
At the end of the competition, the pegs shall to be left absolutely clean.
All devices propelled by compressed air, gas or electricity are forbidden.
Vehicles are not allowed to circulate at night, except for those of the organizers.
At night, only a team manager may enter the competitors’ pegs, but he/she shall be accompanied by a steward or by a team manager of a different nationality.
The catching of a xxx is valid, even if it is accidentally hooked outside its mouth.
Any xxx caught in an angler’s ring and trespassing on the ring of a direct neighbour, shall be valid.
Any caught xxx hanging from the line of a neighbour shall be valid.
The xxx caught shall only be valid on condition that the sinker used for casting is still hanging on the line.
Deliberate foul hooking of xxx is prohibited.
All kinds of fire are forbidden under the tent.
During the competition, anglers are allowed to use any auricular or walkie-talkie.
-18- Competitors may keep and assemble as many rods as they wish, but they are only allowed to xxx with a maximum of 4 rods per “pair” at any time. Extra rods shall be placed vertically outside the angling rod pods, whereas the rods used to place the luminous landmarks shall be identified, marked out, and they shall not be located on the rod pod for the rods in use.
-19- Only the competitors shall be authorised to use landing nets with an opening of at least 70 cm-diameter.
-20- Competitors are not allowed to receive any external help; only the team manager is authorized to access the angling peg of the competitors of his/her team, and this only to give verbal advice. A team manager shall not be allowed into the peg of a “pair” who is not part of his/her team.
-21- Competitors may use the space of the peg allotted to them however way they wish.
Inside the peg allotted to them, the competitors shall move discretely and noiselessly. All angling actions shall only take place inside the peg (throw-in, recuperating, ground baiting and netting).
Using of “flashes” or any other lighting system is forbidden at night (hours to be established at the first team managers’ meeting).
-22- The anglers shall wait for the first signal before entering their peg; after the signal, the competitors may start preparing their equipment, testing their lines, and preparing their ground bait (see quantity-related provision in article 14). They shall be allowed 120 minutes to perform said preparatory operations; anglers are not allowed to get out of their pegs during preparation.
When the second signal is given, the anglers may start ground baiting and fishing.
Only manual baiting or baiting using a catapult manipulated with both hands (of the type used for throwing baits), tubes for throwing boilies handled with one or two hands, big spoons with handle or grip held by one or two hands, catapults placed on the ground and handled with two hands, the propulsion power of which must be elastic bands or, possibly, springs, soluble bags, soluble wires, baits rockets with a dimension that does not exceed 70 millimetres at the inner diameter and 200 millimetres of length, thrown by means of a fishing-rod are allowed. It is forbidden to use catapults resting on the angler’s legs. From 6.30 p.m. until 8.00 a.m., it is forbidden to use the catapults and bait rockets placed on the ground. Only throwing sticks for boilies using one or both hands and the catapult handled with two hands are authorised.
Except for the aforesaid time interval, baiting is allowed with all baits and systems envisaged by the rules.
The third signal shall warn the competitors that they have only 15 minutes left before the end of the competition.
The fourth signal shall mark the end of the competition.
Fifteen more minutes shall be allowed to take out of the water any xxx hooked before the 4th signal.
In this event, a 5th signal shall be given 15 minutes after the 4th signal; after the 5th signal, only the xxx that is fully out of the water shall be counted.
The acoustic signals for the different phases of the championships shall be short; in all cases, the beginning of the signal is taken into consideration.
-23- During the competition, individual stewards shall stand behind the anglers, on their right or left side, in such a way that they do not bother the anglers, but can still control the xxx caught by the competitors assigned to them. Carp keep-nets shall be positioned so that the stewards can see them; the xxx shall be put in the net and kept alive until the weighing team arrives.
WEIGHING OPERATIONS
-24- The weighing operations shall be performed by three teams composed by 2 elements each (one team for each sector). All weighing procedures must take place as soon as possible and at least every 2 hours. The weighing must be carried out with a scales certified with a conformity certificate; the scales shall be suspended on a tripod placed on the ground in the official corridor. In the three sectors, the scales must be identical, both as regards the model and the brand and with a graduated scale with indications every 50 grams.
-25- The weight marking shall be visible to both by the stewards and the competitors of the “pair”.
Apart from stewards, the competitors concerned and their team manager, no other person, except the Jury members, is authorised to intervene, neither verbally nor in any other way, in the weighing operations.
One person will be in charge of weighing.
Another person shall be tasked with registering the weight in the official document.
Two scales shall be provided for each sector. The carp keepnet provided by the organisation shall be compulsory for the weighing of each xxx; it will be dampened and tared before each weighing. Carp keepnets shall be of a special type, suitable for the weighing of carps; they shall be made of a soft, synthetic material, which is permeable and fretworked. The keepnets shall be identical for all three sectors.
Weights shall be recorded in grams.
-26- Until the arrival of the weighing team at their pegs, the competitors shall leave their carp keepnets in the water. The caught xxx shall be carefully taken out and put in the weighing keepnet; it shall be put on a reception bed by a member of the team of the “pair” concerned; after weighing, the xxx shall be put back into the water under the supervision of the stewards (after weighing, the xxx cannot be put back into the keepnet). This operation shall be performed with great care.
-27- The two anglers making up the “pair” shall be present in order to witness the weighing operations and sign the weighing protocol, where the weight of the catch is recorded. Once the weighing procedure is over, the xxx has been put back into the water, and the weighing protocol has been signed, no complaint about the weight shall be accepted.
THE JURY
-28- An international Jury shall be appointed to examine any complaints lodged and to apply penalties as per the rules; the Jury shall be established at the first team managers’ meeting.
The Jury shall consist of the following members:
- F.I.P.S.e.d.’s President, or a substitute delegated by the President;
- F.I.P.S.e.d.’s General Secretary;
- The members of F.I.P.S.e.d.’s Executive Committee;
- A delegate representing the organizing Nation, unless he/she holds the same nationality as the above-mentioned members, except for the F.I.P.S.e.d.’s President (or his substitute) who shall be the President of the Jury ex officio.
The Jury members shall be at least 5. If this number is not reached, some delegates from different Nations shall be chosen by drawing lot with the aim to reach at least 5 members. These delegates cannot have the same nationality as the F.I.P.S.e.d.’s representatives and the organizing Nation.
These delegates shall be enrolled on the team registration form; managers cannot be appointed as delegates.
In the event of any infringement by a “pair” or a team holding the same nationality as a member of the Jury, such Jury member shall not vote (except if he/she is the President of the Jury).
The members of the Jury shall wear a “Jury” badge, and shall be at the competition venue to receive any complaint. A place where one or more members of the Jury shall always be available shall be indicated.
-29- Any complaints, except for those concerning the rankings, shall be submitted to the Jury within 1 hour after the end of the championship. Complaints shall be lodged verbally, but they shall immediately be confirmed in writing. Should they deem it necessary, the Jury may watch any video or look at any picture produced by the delegate of the Team filing the complaint.
Complaints concerning the ranking shall be lodged within 30 minutes after publishing of the official results. The publishing time shall be recorded in the official result list. A € 100 deposit - for which the F.I.P.S.e.d.’s general Secretary or his delegate shall issue a receipt - shall complement any written complaint submitted to the Jury. Should the complaint not be judged grounded by the Jury, the deposit shall be transferred to F.I.P.S.e.d.’s bank account.
All infringements and warnings shall be reported to the Jury, with the Jury being the only authority enabled to disqualify anglers. Any “pair” who is imposed a penalty shall be informed immediately.
The Jury members and all general stewards shall make sure the Rules are abided by. Hence, they shall have a thorough knowledge of such Rules.
-30- The Rules, which are drawn up in the 2 official languages, shall be made available to the Jury and the team managers by the organizers of the championship.
The international Jury will make its decisions on a simple majority basis; in the event of a tie vote, the President of F.I.P.S.e.d. or his/her delegate shall have a casting vote.
All members of F.I.P.S.e.d.’s Executive Committee shall wear a personal badge; they shall be entitled to circulate in the officials’ corridor. Said badges shall only be valid for the Executive Committee’s term of office (4 years).
LIST OF PENALTIES
-31- The penalties shall be as follows:
a) Warning (yellow card) for the infringement of articles 11, 13, 16, 19, 20, 21, 22, 23 and 26.
b) Disqualification (red card) for the infringement of articles 11 (last but one §) 14, 17, 18, 38, 39.2 and 40, and after a second warning for the infringement of articles 11, 13, 16, 19, 20, 21, 22, 23 and 26.
c) Disqualification of the Nation for the infringement of articles 5 and 37.
d) When a “pair” is disqualified, a number of points equal to the number of the participating Nations + 1 will be assigned to it. If a “pair” is disqualified, the “pairs”, which follow upon it in the ranking, will keep their original ranking (for example: X that was qualified 8th is disqualified, the subsequent “pairs” will keep their places and will mark 9 points, 10 points, and so on).
e) Any warning given to a Nation shall be recorded in that Nation’s file and shall remain in the files for a period of 3 years. Any new infringement over these 3 years shall be considered as a “relapse” and the Jury shall make its decision considering such relapse and the list of penalties.
f) Any warning given to a “pair” shall be recorded in the pair’s file for a period of 3 years. Any new infringement shall be considered as a “relapse”, and the Jury shall make its decision considering such new infringement and the list of penalties.
g) F.I.P.S.e.d.’s Executive Committee shall be entitled, both during a competition and subsequently, to impose penalties on fishermen, captains or reserves if they infringe any rule or misbehave, even if said infringements are not provided for in the official Rules.
-32- The members of F.I.P.S.e.d.’s Executive Committee may access the competition venue and take note of any infringement of the Rules.
RANKINGS
-33- 1- RANKING BY SECTOR
a) Ranking by sector shall be drawn up based on the weight (1 point per gram).
The competitor who recorded the highest weight shall be given 1 penalty, while 2 penalties shall be attributed to the second one, and so on.
b) In the event of a tied score (same weight) in the same sector, the “pairs” concerned shall obtain a number of penalties equalling the average placing they should have had (example n° 1: two “pairs” placed equal 5th shall obtain (5+6):2 = 5.5 penalties each; example n° 2: three “pairs” tying in the 8th placing, totalise (8+9+10):3 = 9 penalties each).
c) “Pairs” who have not caught any xxx will receive a number of points equal to the average value of non-attributed places in their sector (example n° 1: 24 “pairs”, 12 of whom rank at the first 12 places with penalties ranging between 1 and 12, the following “pairs” will mark (13+24):2 = 18.5 penalties each; example n° 2: 29 “pairs”, 5 of whom have caught xxx and scored 1 to 5 points - the 24 “pairs” who have not caught any xxx mark (6+29):2 = 17.5 penalties; example n° 3: 29 “pairs”, 26 of whom have caught xxx, whereas the 3 “pairs” who have not caught any xxx will score (27+29):2 = 28 penalties. If there is only 1 “pair” who has not caught any xxx or one or more missing “pairs” in a sector, they shall obtain a number of penalties equalling the last position in the sector (example: 29 “pairs”, 28 of whom have caught xxx, whereas one “pair” has not, the latter will get 29 penalties).
2- GENERAL TEAM RANKING
a) Total of the penalties obtained in each sector by the “pairs” of the same team; the national team with the lowest number of penalties shall rank 1st, and so on.
b) In the event of a tie on penalties, the teams concerned shall be ranked by the highest total aggregate team weight obtained by the “pairs” of the same team throughout the competition.
c) In the event of a tie on weight, the heaviest weight obtained by a “pair”shall prevail.
d) Should two or more “pairs” have obtained the same weight, priority shall be given to the “pair” that has caught the biggest xxx.
e) In the event of a new tie, priority shall be given to the smallest number of fishes caught.
3- GENERAL “PAIR” RANKING
a) The “pairs” that ranked first in each sector ranking shall run for the top positions in the general ranking; the ones who ranked second in each sector shall compete for the following positions, and so on.
b) In the event of a tie on penalties, the “pairs” shall be ranked by the heaviest weight obtained.
c) Should two or more “pairs” have obtained the same weight, priority shall be given to the “pair” that has caught the biggest xxx.
d) In the event of a new tie, priority shall be given to the heaviest average weight (overall weight divided by the number of fishes caught).
e) In the event of a new tie, priority shall be given to the smallest number of fishes caught.
4- NATION RANKING
A World or Zone ranking per Nations, considering the last 5 years (as F.I.F.A.’s rankings) shall be drawn up for all championships; such ranking list shall be updated every year and published on F.I.P.S.e.d.’s website.
The Nations included in such ranking that, for any reason, do not participate in a championship, shall be given a number of penalties equal to the number of participating Countries for that specific year + 1.
-34- The ranking will be established by a person mandated by F.I.P.S.e.d. or, lacking this person, by the organizers, in the presence of F.I.P.S.e.d.’s President or in the presence of his representative and, possibly, also in the presence of the members of the Jury.
ROD LENGTH
-35- The length of the rods is limited to 4 metres.
“CIVIL LIABILITY” INSURANCE
-36- The organizers shall take out a “CIVIL LIABILITY” insurance to cover the whole event (from the eve of the competition to the end of the final dinner); a certificate issued by the insurance company, certifying that the whole event is covered by a “CIVIL LIABILITY” policy shall be handed over to the President of F.I.P.S.e.d. two months prior to the competition.
TRAINING
-37- Training at the venue during the 15 days prior to the competition is forbidden.
ELECTRIC POWER LINES AND PLANTS
-38- It is strictly forbidden to place competitors at a distance of less than 50 metres, on both sides, from any electrical plant (electrical lines, transformers, trellises, etc.).
RULES IN THE EVENT OF A THUNDERSTORM
-39- 1- WHEN A THUNDERSTORM BREAKS OUT BEFORE OR DURING PREPARATION
No angler shall be allowed to access his/her peg or prepare his/her material; a signal shall indicate the postponement of the access into the angling peg or the end of the preparation phase.
If the weather conditions and the competition schedule allow, the competition may be regularly performed.
2- IF A THUNDERSTORM BREAKS OUT DURING THE COMPETITION
The competition shall immediately be stopped (a 1st signal will be emitted by the organizers) and all competitors shall take shelter outside the pegs. If the weather conditions allow, the competition shall then continue and a 2nd signal shall inform the competitors that they may return to their pegs; a 3rd signal, 5 minutes later, shall authorize the competitors to resume angling. The interruption duration shall not be added to the initial 72 hours.
The Jury may shorten the duration of the competition if the competition schedule does not allow angling for 72 hours.
The competition shall be validated if it lasted at least 48 hours.
ANTI-DOPING CONTROLS
-40- F.I.P.S.e.d. adopts the World Anti-doping Code applied by C.I.P.S..
During a championship, the anglers selected to undergo anti-doping controls shall imperatively go to the designated place at the indicated time, following F.I.P.S.e.d.’s or the Jury’s guidelines. Any angler selected to undergo anti-doping checks who does not report for the controls, as well as the "PAIR" the angler belongs to, shall be disqualified from the competition and shall be given a penalty corresponding to the bottom rank in the ranking + 1.
Organizing Nations shall cover all anti-doping controls costs. All contacts with the NADO (National Anti–Doping Organization) of each Nation shall be exclusively kept by the organizers of the championship under consideration.
ADVERTISING ON BACK-NUMBERS
-41- Advertisements shall not be obligatory.
The size of the advertisement characters on the back numbers shall not exceed a height of 6 cm; this form of advertisement shall only be authorized on the lower part of the back number, both on the front and on the back sides.
F.I.P.S.e.d. AND C.I.P.S. fees
-42- A € 150 fee shall be paid by each participating Nation; said fee shall remain available to F.I.P.S.e.d..
A € 500 fee shall be paid by the organizing Nation to C.I.P.S.’s disposal (to be paid to C.I.P.S.’s bank account).
OPENING CEREMONY AND AWARDING OF PRICES TO THE WINNERS
-43- The opening ceremony and the presentation of the teams shall take place the eve of the competition at 6:00 p.m.. Said ceremony shall not last longer than 2 hours, and shall not end later than 08:00 p.m..
The top 3 teams and the top 3 “pairs” shall officially receive a GOLD, a SILVER and a BRONZE medal respectively. In conformity with international standards, during the prize awarding procedures, the national anthems of the winners shall be played and their national flags shall be raised. The medals shall be paid for by F.I.P.S.e.d. and shall be handed over by F.I.P.S.e.d.’s designated representative.
Any other reward shall be equally awarded to all participating Nations. All participating Nations shall provide their flags and the recordings of their national anthems.
During the ceremony for the announcement of the official results, the winning Nation may be represented on the podium by up to 11 persons, who shall be handed out the medals while playing their national anthem.
RULES VERSIONS
-44- In the event of any dispute arising from or in connection with the interpretation of these Rules, only the French version shall be considered as the original and reference text.
OBLIGATIONS OF THE ORGANIZING NATIONS
-45- The organizing Nation of a World or Zone (Europe, etc.) Championship shall:
a) Have the F.I.P.S.e.d. trophies engraved (plate or logo);
b) Send out official programs and information about the championship in the 2 official languages (English and French).

În baza Hot?rârii Adun?rii generale din 16 mai 2015, finalele Campionatului Na?ional de pescuit sportiv se vor desf??ura astfel:
1. Finala de pescuit sportiv la crap, în perioada 16-19 iulie 2015
2. Finala de pescuit sportiv sta?ionar (feeder ?i plut?) în perioada 24-26 iulie 2015
3. Finala de pescuit sportiv la pe?ti r?pitori 18-20 septembrie 2015
Finala la crap se va desf??ura pe lacul S?rule?ti, loca?ie aflat? în procedur? de omologare, iar finala la sta?ionar (feeder ?i plut?) pe pesc?riile Salonti din Localitatea Dra?ov, jude?ul Alba.
Finala la pe?ti r?pitori, va avea loc pe lacul Mânje?ti.
Organizarea va fi asigurat? de Comisia de competi?ii ?i clasific?ri sportive a federa?iei. Responsabil Sorin Rudeanu.
Primii clasa?i vor fi declara?i Campionii na?ionali ai României.
Întrucât particip?rile la competi?iile oficiale CIPS nu sunt înc? reglementate, primii 3 clasa?i (echipe sau individual, dup? caz) vor participa pe cheltuiala federa?iei la câte o competi?ie de anvergur? organizat? în afara ??rii, pentru fiecare prob? sportiv?.
Cluburile sportive pot înscrie echipele participante pân? pe data de 1 iulie 2015. Sportivii legitima?i ?i cu drept de participare la aceste competi?ii oficiale vor avea, sub sanc?iunea elimin?rii din competi?ie, legitima?iile sportive vizate la zi ?i vizitele medicale efectuate, precum ?i contractele de legitimare înregistrate la federa?ie.
Arbitrii federali trebuie s?-?i ridice Carnetele de arbitru ?i s?-?i declare activitatea la finan?ele publice pentru a putea emite documentele contabile pentru decontarea serviciilor.

Sa ne spuna si noua mitomanul ...in baza carui sistem (vezi regulamentul cooperatist) a stabilit ca 5 sau 6 cluburi sportive de pescuit . fiecare avand inscrise in "competitie" intre una sau mai multe echipe ,au dreptul de participare direct in "FINALA " fara ca acestea sa fi participat in prealabil la unul din sitemele de departajare mentionate mai sus ???Art. 11 – Sisteme de desf??urare
Competi?iile se pot desf??ura dup? urm?toarele sisteme:
a) sistem campionat;
b) sistem turneu;
c) sistem eliminatoriu, în care echipele stabilite de forul organizator concureaz? între ele în competi?ii eliminatorii, înving?toarele participând în etapele urm?toare pân? la desemnarea echipei câ?tig?toare;
d) sistem cup?, în condi?iile stabilite de forul organizator, prin regulamentul competi?iei.
e) pentru fiecare prob? sportiv? se va organiza un calendar competi?ional propriu, în baza unui Regulament individual, în concordan?? cu prevederile Regulamentelor interna?ionale ale CIPS.

Tu crezi ca el a citit regulamentele pe care le-a copiat de prin alte parti ?!! Pai daca le-ar fi citit putea scapa prostii de genul prezentei obligatorii a masinii de pompieri la orice competitie oficiala de pescuit sportiv, ca sa stinga la nevoie pista de pescuit sportiv si casting ??!!!

Chiar nu se sezizeaza nimeni la MTS sau este de competenta altor "organe abilitate" si pana nu ajung cei din MTS sa fie chemati la "interviu" nu se lamuresc care-i "problema" si care sunt masurile ce trebuiesc luate ?

Art.2 Din cadrul Normelor metodologice privind inscrierea bazelor sportive in Registrul BazelorSportive Omologate fac parte integrantd urmdtoarele anexe:
- anexa I : Tipurile principale de unitdli de practicare a sportului (UPS);
- anexa 2a: modelul de pagini ale RBSO pentru secliunea principald;
- anexa 2b: modelul de pagini ale RBSO pentru secliunea secundard;
- anexa 3 : model de Cerere de inregistrare in Registrul Bazelor Sportive Omologate;
- anexa 4: Figa bazei sportive;
- anexa 5a: Fipa unitilii de practicare a sportului (UPS) de tip ,,construcfie acoperitdlsal#';
- anexa 5b: Fiqa unitd{ii de practicare a sportului (UPS) de tip ,,descoperit" sau ,,aer liber";
- anexa 5c: Fiqa cuprinzdnd construc{iile complementare practicdrii sportului aflate in componenla Unitdtii de practicare a sportului (UPS);
- anexa 6: Certificatul RBSO;
- anexa model de cerere pentru inregistrare modificdrilor din cuprinsul bazei sportive,

NORME METODOLOGICE privind înscrierea în Registrul Bazelor Sportive Omologate
CAP. 1 DISPOZI?II GENERALE
ART.1. Prezentele norme, elaborate în conformitate cu prevederile art. 78(3) din Legea educa?iei fizice ?i sportului nr. 69/2000 cu modific?rile ?i complet?rile ulterioare, denumita in continuare Lege, stabilesc metodologia de înscriere în Registrul Bazelor Sportive Omologate, numit în continuare RBSO.
ART.2. Prezentele norme metodologice sunt obligatorii pentru titularii dreptului de proprietate sau de?in?torii cu orice titlu ai bazelor sportive care sunt omologate sau care urmeaz? s? fie omologate în vederea organiz?rii ?i desf??ur?rii activit??ii
de sport .
ART.3 În cuprinsul prezentelor norme metodologice, termenii ?i expresiile de mai jos au urm?torul în?eles:
- Lege= Legea educa?iei fizice ?i sportului nr. 69/2000 cu modificarile si completarile ulterioare:
- Baza sportiva= amenajare specific? ce cuprinde construc?ii ?i instala?ii destinate practic?rii activit??ilor de educa?ie
fizic? ?i sport definite în Lege.
- Unitate de practicare a sportului (UPS): construc?ie (sal?) sau ansamblul construc?ii ?i/sau teren de sport amenajat in aer liber, inclusiv anexele ?i dot?rile aferente, care au destina?ia ?i sunt utilizate pentru practicarea unei ramuri sau probe de sport în conformitate cu cerin?ele federa?iei sportive. O Unitate de practicare a sportului(UPS) poate constitui o baz? sportiv?. Caracteristica determinant? a fiec?rei UPS este dat? de ramura sportiv?
practicat?.Tipurile principale de unit??i de practic? a sportului (UPS)sunt enumerate în anexa nr. 1 .
- Baza sportiv? omologat?: baza sportiv? care a ob?inut omolog?ri pentru cel pu?in o Unitate de practicare a sportului (UPS) din cuprinsul s?u.
- competi?ie oficial?: competi?ie desf??urat? conform regulamentului unei federa?ii sportive na?ionale ?i fiind inclus? in calendarul oficial al acesteia.
CAP. 2 ORGANIZAREA REGISTRULUI BAZELOR SPORTIVE OMOLOGATE
ART.4.
(1) Registrul bazelor sportive omologate (RBSO) constituie instrumentul unitar de eviden?? a bazelor sportive omologate conform prezentelor norme.
(2) Autoritatea Na?ional? pentru Sport ?i Tineret organizeaz? Registrul bazelor sportive omologate, potrivit prezentelor norme.
(3) Registrul bazelor sportive omologate este public.
(4) Autoritatea Na?ional? pentru Sport ?i Tineret poate elibera, la solicitarea ?i pe cheltuiala persoanei care a f?cut cererea, copii certificate de pe înregistrarea sau men?iunile f?cute, precum ?i certificatele constatatoare referitoare la un anumit act sau fapt înscris ori men?ionat în Registrul bazelor sportive omologate.
ART.5. Registrul bazelor sportive omologate este structurat pe sec?iuni ?i p?r?i astfel:
(1) Sec?iunile reprezint? organizarea registrului în func?ie de nivelele de omologare ale bazelor sportive dup? cum urmeaz?:
- sec?iunea A, destinat? înregistr?rii bazelor sportive omologate pentru activit??i de nivel interna?ional;
- sec?iunea B, destinat? înregistr?rii bazelor sportive omologate pentru activit??i de nivel na?ional.
- sec?iunea C, destinat? înregistr?rii bazelor sportive omologate pentru activit??i de nivel jude?ean
(2) Pentru a evita dubla/multipla înregistrare a bazelor sportive sec?iunile vor avea dou? p?r?i, astfel:
- Partea Principal? în care se opereaz? înregistrarea unic? a bazei sportive, respectiv a Unit??ilor de
Practic? Sportiv? (UPS) omologate, la sec?iunea corespunz?toare omolog?rii celei mai înalte ob?inute pentru fiecare UPS;
Partea Principal? a RBSO este instrumentul de eviden?? fizic? a unit??ilor de practic? sportiv? omologate din componen?a bazelor sportive;
- pe baza înregistr?rii în partea principal? a sec?iunilor RBSO se va elibera Certificatul de înscriere a bazei sportive omologate.
- Partea secundar? în care se înscriu bazele sportive înregistrate într-o parte Principal? a unei sec?iuni a RBSO, dar care mai au pentru aceea?i UPS ?i alte omolog?ri fa?? de cea deja înregistrat?. Înscrierile în p?r?ile secundare ale RBSO se opereaz? în sec?iunile corespunz?toare nivelului omolog?rilor. Partea secundar? este o completare a p?r?ii
principale menit? s? monitorizeze toate omolog?rile emise de federa?iile sportive na?ionale.

(3). Structura RBSO va fi urm?toarea:
Structura RBSO se inregistreaz? baze sportive care au în componen?? _
- sec?iunea A, -Parte Principala UPS omologate de nivel interna?ional
- sec?iunea A,. Parte Secundar? UPS omologate de nivel interna?ional (începând cu a doua
omologare pe acela?i spa?iu).
- sec?iunea B,. Parte Principala UPS omologate de nivel na?ional
- sec?iunea B,. Parte Secundar? UPS omologate de nivel interna?ional care au si omolog?ri na?ionale UPS omologate de nivel na?ional (începând cu a doua omologare pe
acela?i spa?iu)
- sec?iunea C, Parte Principal? UPS omologate de nivel jude?ean
- sec?iunea C, Parte Secundar? UPS omologate de nivel interna?ional ?i/sau na?ional care au si omolog?ri de nivel jude?ean UPS omologate de nivel jude?ean (începând cu a doua omologare pe acela?i spa?iu)
(4) modelul de pagini ale RBSO pentru sec?iunea principal? este prev?zut în anexa nr. 2a. (iar cel pentru sec?iunea secundar? în anexa nr. 2b.
(5)Copii ale paginilor din RBSO în care s-au operat înscrieri ale unei baze sportive, constitue anexa Certificatului ob?inut de respectiva baz?.
(6) Direc?iile jude?ene pentru sport ?i tineret, respectiv a municipiului Bucure?ti, sprijin? persoanele interesate ?i activitatea ANSTpe parcursul derul?rii opera?iunilor premerg?toare eliber?rii certificatului RBSO.
CAP. 3 OMOLOGAREA
ART.6. Procedura omolog?rii este o etap? obligatorie ?i premerg?toare înscrierii in Registrul Bazelor Sportive Omologate.
(1) Omologarea reprezint? atestarea, printr-un document specific, de c?tre o autoritate competent? a îndeplinirii cerin?elor acesteia privitoare la conformarea spa?iului de practic? sportiv? la regulamentul sportiv, inclusiv prin dotarea ?i echiparea sa, astfel încât baza sportiv?/UPS s? poat? fi folosit? pentru activit??ile sportive ?i competi?ii oficiale;
(2) federa?iile sportive na?ionale ?i federa?iile sportive interna?ionale sunt autorit??i competente de omologare a s?lilor ?i/sau a terenurilor de sport, de aici decurgând urm?toarele:
- omologarea se face pe ramuri/probe sportive ?i vizeaz? spa?iile de practicare a acestora, numite UPS;
- o federa?ie sportiv? na?ional? poate omologa o întreag? baz? sportiv? doar dac? aceasta este dedicat? integral practic?rii unei singure ramuri sportive;
- dac? o unitate de practicare a sportului (UPS) îndepline?te condi?iile, poate fi omologat? la mai multe ramuri sportive de c?tre federa?iile sportive na?ionale respective (de exemplu o sal? de jocuri poate fi omologat? la baschet, volei, handbal, un bazin poate fi omologat atât la nata?ie cât ?i la polo ?.a.m.d.)
(3) omologarea este opera?iunea tehnico-administrativ?, de ob?inerea c?reia depinde înscrierea în Registrul Bazelor Sportive Omologate ?i dreptul de a organiza competi?ii sportive oficiale.
(4) Autoritatea Na?ional? pentru Sport ?i Tineret poate solicita federa?iilor sportive na?ionale modificarea criteriilor de omologare, pe baza constat?rilor proprii sau la sesizarea institu?iilor abilitate ale statului.
ART.7.
(1) Pentru bazele sportive în care urmeaz? a se organiza competi?ii interna?ionale, omologarea se face de c?tre federa?iile sportive interna?ionale pe baza criteriilor acestora.
(2) Pentru bazele sportive în care urmeaz? a se organiza competi?ii de nivel na?ional, regional, jude?ean sau local, omologarea se face de c?tre federa?iile sportive na?ionale, conform cu criteriile acestora.
(3) Criteriile de omologare a bazelor sportive destinate practic?rii sportului pân? la nivel na?ional, se stabilesc, revizuesc, sau se actualizeaz? dup? caz, în cadrul fiec?rei federa?ii sportive na?ionale, în conformitate cu regulamentele proprii de practicare ale fiec?rei ramuri sportive ?i se aprob? de c?tre acestea în termen de maximum 90 de zile de la data intr?rii în vigoare a prezentului ordin;
(4) În termen de maxim 5 zile de la aprobare, federa?iile sportive na?ionale transmit la ANST/Registrul bazelor sportive documenta?ia con?inând criteriile de omologare precum ?i modelele documentelor de omologare pentru fiecare nivel .
ART.8. Titularul dreptului de administrare sau folosin?? a bazei sportive omologate are obliga?ia s? respecte, pe toat? perioada de func?ionare a acestora, condi?iile ?i criteriile de omologare. Nerespectarea criteriilor de omologare se sanc?ioneaz? potrivit regulamentelor federa?iilor sportive na?ionale, sanc?iunile aplicate se comunic? ?i consemneaz? în RBSO.
ART.9. (1) Titularul dreptului de administrare sau folosin?? a bazei sportive va solicita revizuirea omolog?rii în urm?toarele
cazuri:
a) dore?te schimbarea nivelului unei omolog?ri deja ob?inute;
b) la apari?ia unor situa?ii ce conduc la nerespectarea condi?iilor pentru care a ob?inut o omologare;
c) la interven?ia unor modific?ri dispuse de autorit??ile competente de omologare sau ale statului;
(2) În situa?ia în care titularul dreptului de administrare sau folosin?? a bazei sportive solicit? revizuirea omolog?rii
acordate, federa?ia sportiv? na?ional? poate proceda la o nou? constatare ?i va dispune luarea de m?suri pe baza
regulamentelor proprii de omologare.
ART.10. Revizuirea omolog?rii se poate face din oficiu de c?tre o federa?ie sportiv? na?ional?, în cazurile în care se
autosesizeaz? sau prime?te sesiz?ri din partea utilizatorilor cu privire la degradarea condi?iilor tehnice, de dotare sau de
confort. Acest act se poate finaliza cu suspendarea sau pierderea omolog?rii, dup? caz.
ART.11. În situa?iile prev?zute la art.9 ?i art.10, la constatarea efectuat? de federa?ia sportiv? na?ional? este obligatorie
prezen?a titularului dreptului de administrare sau folosin?? asupra bazei sportive.
ART.12.
(1) Dac? autorit??ile competente de omologare nu prev?d altfel, omologarea acordat? este valabil? timp de 3 ani
de la data emiterii documentului de omologare a bazei, în urm?toarele condi?ii:
a) men?inerea parametrilor pentru care baza a fost omologat?;
b) men?inerea neschimbat? a criteriilor de omologare .
(2) Fiecare federa?ie sportiv? na?ional? va hot?rî prin regulament propriu dac? ?i în ce condi?ii se poate prelungi
termenul prev?zut la paragraful (1) sau dac? este necesar reluarea întregului proces de omologare.
ART.13. Federa?iile sportive na?ionale au obligatia de a transmite lunar c?tre ANST eviden?a documentelor de omologare
acordate în luna anterioar?, precum ?i copiile fi?elor sintetice ale bazelor sportive, respectiv ale Unit??ilor de practicare a
sportului (UPS) omologate.
CAP. 4 INSCRIEREA IN REGISTRU
ART.14. Toate persoanele prev?zute la art. 2. se vor adresa ANST pentru înregistrare în RBSO, conform prevederi art.
5.(3)., respectiv baza va fi înregistrat? la partea principal? a sec?iunii corespunz?toare nivelului cel mai înalt de omologare
a fiec?rei UPS omologat?, iar dac? mai are ?i alte omolog?ri pe acea?i UPS, acestea se vor inregistra în p?r?ile secundare
ale sec?iunilor corespunz?toare.
Pentru situa?iile în care o unitate de practicare a sportului (UPS) are, pentru cel mai înalt nivel ob?inut, dou? sau
mai multe omolog?ri, se înscrie în partea principal? a registrului doar una dintre aceste omolog?ri, ?i anume cea
considerat? de de?in?torul bazei sportive ca fiind determinant? sau având o mai mare pondere în frecven?a de utilizare a
respectivei UPS, restul de omolog?ri înscriindu-se la partea secundar? a sec?iunii.
(1) Bazele sportive aflate în exploatare se vor înscrie în Registrul Bazelor Sportive Omologate în termen de 1 an
de la publicarea prezentelor Norme Metodologice;
(2) Toate persoanele prev?zute la art. 2. care detin baze sportive ce func?ioneaz? la data prezentelor norme ?i nu
sunt înc? omologate, vor solicita federatiilor sportive nationale, omologarea respectivelor baze cu încadrarea în termenul
prev?zut la paragraful anterior.
(3) Dup? expirarea termenului prev?zut la aliniatul (1) persoanele juridice de drept public sau privat proprietare,
administratori sau persoanele cu drept legal de folosin?? care nu s-au conformat, pierd dreptul de a organiza competi?ii
sportive oficiale pe acele baze.
(4) In termen de maximum 30 de zile de la obtinerea omologarii bazei sportive, persoanele juridice de drept public
sau privat proprietare, administratori sau cu drept legal de folosin?? prevazuti de Lege vor depune la ANST cererea de
înregistrare in RBSO, cu respectarea termenului prevazut în aliniatul 1.
(5) Pentru bazele sportive ce vor fi puse în func?iune ulterior intr?rii în vigoare a prezentului ordin, persoanele
juridice de drept public sau privat proprietare, administratori sau persoanele cu drept legal de folosin??, vor depune la
ANST cererea de înregistrare in RBSO, cu cel pu?in 45 de zile înaintea datei punerii în func?iune.
ART.15. Înregistrarea în Registrul bazelor sportive omologate se face pe baza cererii de înregistrare, semnat? ?i
?tampilat?, formulat? de proprietar, administrator sau de persoana împuternicit? de ace?tia.
Înregistrarea în Registrul Bazelor Sportive Omologate poate fi f?cut? ?i prin mandatar cu procur? special?.
ART. 16. Cererea de înregistrare în Registrul Bazelor Sportive Omologate, conform modelului prev?zut în anexa nr. 3 se
depune de catre persoana autorizata:
ART. 17. La cerere se anexeaz? obligatoriu Dosarul bazei sportive, ce va con?ine urm?toarele documente :
a. Documentele care reglementeaz? regimul juridic al bazei, respectiv care demonstreaza forma
de?inerii în proprietate, administrare sau folosin??;
b. extras carte funciar? ;
c. Fi?a bazei sportive, conform anexa nr. 4 reprezentand totalitatea terenurilor ?i spa?iilor, precum
?i amenaj?rile, instala?iile ?i construc?iile care sunt destinate organiz?rii ?i desf??ur?rii activit??ii
sportive;
d. Dovezile omolog?rilor ob?inute (documentele emise de federa?iile sportive na?ionale ?i sau
interna?ionale);
e. Fi?a fiec?rei Unit??i de practicare a sportului (UPS) omologate vizat? de federa?ia sportiv?
na?ional?, conform model din anexele nr. 5a ?i 5b . Pentru construc?iile complementare practic?rii
sportului (CC, tipul IV din anexa 1) se vor prezenta fi?e conform anexei nr. 5c .
f. Documenta?ie tehnic?, respectiv plan?e cuprinzând:
1. Plan de situa?ie a bazei sportive cu indicarea clar? a fiecarei Unit??i de practicare
a sportului (UPS) ( din docunenta?ia de cadastru existent? a bazei )
2. Planul de la paragraf f.1., mic?orat la dimensiunea unui dreptunghi de
dimensiunea 18cmx11cm
Pentru fiecare Unitate de practicare a sportului (UPS) omologat? din cuprinsul bazei sportive se va
prezenta o map? con?inând :
3. Planul construc?iei cu indicarea suprafe?ei de practicare a ramurii de sport,a
degajamentelor ?i a accesului pentru utilizatori (sportivi; public;spa?iu parc?ri;etc );
4. Planul nivelului cu anexele pentru sportivi (vestiare ?i du?uri), în situa?ia în care
anexele nu sunt cuprinse în planul solicitat la paragraf f..3.);
5. Memoriu tehnic privitor la dotarea ?i echiparea spa?iului de activitate sportiv? cu
instala?ii specifice disciplinelor sportive;
6. Alte documente con?inând date tehnice specifice ramurii sportive omologate,
ART.18. Documentele men?ionate la art.17 vor fi prezentate în copie autentificat? sau în original ?i copie, originalele
urmând a fi restituite solicitantului imediat dup? verificare.
ART.19. În situa?ia în care documenta?ia depus? este incomplet?, poate fi completat? în termen de 15 zile sub sanc?iunea
anul?rii ?i clas?rii cererii.
ART.20. (1) Dup? depunerea cererii, aceasta se analizeaz? împreun? cu documentele anexate ?i fiecare dintre UPS din
cuprinsul bazei sportive se înregistreaz? în partea principal? a sec?iunii RBSO corespunz?toare nivelului cel mai înalt de
omologare ob?inut, primind un num?r unic de identificare.
(2) Celelalte omolog?ri ob?inute pentru o UPS înregistrat? conform paragraf (1) se înscriu la partea secundar? a
sec?iunii RBSO corespunz?toare.
(3)Toate men?iunile ulterioare cu privire la o baz? sportiv? înregistrat? în Registrul bazelor sportive omologate se
vor referi la Unit??ile de practicare a sportului prin num?rul de identificare pe care acestea l-au primit la înregistrare.
CAP. 5 CERTIFICATULde înregistrare în Registrul Bazelor Sportive Omologate
ART.21. (1) Certificatul RBSO este documentul care atest? c? o baz? sportiv? are în componen?? unit??i de practicare a
sportului (UPS) omologate de federa?iile sportive na?ionale ?i/sau interna?ionale dup? caz, ?i este înscris? în Registrul
Bazelor Sportive Omologate (RBSO) ?inut de Autoritatea Na?ional? pentru Sport ?i Tineret.
(2) Certificatul RBSO al unei Baze sportive este emis din sec?iunea RBSO corespunz?toare nivelului cel mai înalt
al omolog?rilor ob?inute de Unit??ile de practic? sportiv? (UPS) din componen?a bazei;
(3) În Certificatul RBSO vor figura toate omolog?rile înregistrate pentru UPS-urile din cuprinsul bazei sportive.
ART. 22. Certificatul RBSO se elibereaz? în cel mult 30 de zile de la primirea cererii ?i conform modelului prev?zut în
anexa nr. 6 .
ART. 23. (1)Competi?iile oficiale se pot organiza numai în bazele sportive pentru care s-a eliberat certificatul RBSO.
(2) Autoritatea Na?ional? pentru Sport ?i Tineret, prin direc?iile jude?ene pentru sport ?i tineret, respectiv a
Municipiului Bucure?ti, are obligatia de a monitoriza activitatea sportiva in bazele sportive omologate.

ART. 24. Certificatul RBSO se p?streaz?, în permanen??, în baza sportiv?, pentru a fi prezentat organelor de control
abilitate.
ART. 25. (1) Certificatul RBSO este valabil pe toat? durata de existen?? a bazei sportive, cu condi?ia viz?rii sale o dat? la 3
ani de c?tre emitent, dac? regulamentele federa?iilor sportive na?ionale nu prev?d altfel.
(2) În lipsa vizei men?ionate la paragraful anterior, Certificatul RBSO î?i pierde valabilitatea;
(3) Cu 30 de zile înainte de expirarea termenului prev?zut la paragraful (1), de?in?torii bazelor sportive omologate
vor solicita vizarea certificatului RBSO.
Pentru vizarea certificatului RBSO sunt necesare urm?toarele documente:
- avizul favorabil al autorit??ii de omologare;
- documentele de omologare valabile;
- declara?ia pe proprie r?spundere a proprietarului privind men?inerea condi?iilor ini?iale cu care baza
sportiv? a fost înregistrat? în RBSO..
CAP. 6 MODIFICARI IN REGISTRU
ART. 26. (1) Detinatorii Bazelor sportive notific? Autorit??ii Na?ionale pentru Sport ?i Tineret în termen de 30 de zile orice
modificare intervenit? în condi?iile de practicare a ramurilor de sport men?ionate la înregistrarea în registru dup? cum
urmeaz?:
a) schimbarea proprietarului sau de?in?torului bazei sportive,
b) modific?ri de denumire a bazei sportive;
c) modific?ri de denumire a adresei bazei sportive;
d) omologarea nou? a unui spa?iu de practicare a activit??ii sportive din baz?;
e) modificarea sau retragerea unei omolog?ri deja înregistrate;
(2) Proprietarii ?i detinatorii Bazelor sportive prev?zu?i la art. 79, paragrafele (1) ?i (2) din Lege, notific? Autorit??ii
Na?ionale pentru Sport ?i Tineret în termen de 30 de zile inten?ia de schimbare a destina?iei sau de desfiin?are a
unei UPS din componen?a Bazei sportive în condi?iile Legii;
(3) Modific?rile aduse bazelor sportive omologate de?in?toare de certificat RBSO pot determina, în func?ie de
natura lor luarea de c?tre ANST a urm?toarelor m?suri:
1. operarea de modific?ri în registru ?i prelungirea valabilit??ii certificatului RBSO ;
2. eliberarea unui nou certificat RBSO în cadrul aceleia?i sec?iuni;
3. trecerea în alt? sec?iune ?i eliberarea unui certificat RBSO corespunz?tor;
4. suspendarea certificatului RBSO;
5. retragerea certificatului RBSO, cu sau f?r? radierea bazei sportive din RBSO.
(4) Cererea pentru înregistrarea modific?rilor aduse bazelor este conform modelului prev?zut în anexa nr. 7 .
CAP. 7 SUSPENDAREA, RETRAGEREA SAU RADIEREA CERTIFICATULUI
ART. 27. (1) Nerespectarea dispozi?iilor prev?zute la art.26. (1) conduce la suspendarea temporar? a Certificatului RBSO.
(2) Suspendarea temporar? a Certificatului RBSO se comunic? în scris de Autoritatea Nationala pentru Sport si Tineret ?i are efect imediat.
(3) Pe toat? durata suspend?rii activit??ile ?i rezultatele sportive derulate ?i ob?inute în bazele respective, nu vor fi recunoscute oficial.
(4)Ridicarea suspend?rii temporare a Certificatului RBSO se va produce în urma remedierii deficien?elor ?i/sau ob?inerea reomolog?rii.
ART. 28. Certificatul RBSO împreun? cu anexele se retrag prin ordin al pre?edintelui Autoritatii Nationale pentru Sport si Tineret atunci când :
(1) o federa?ie sportiv? na?ional? transmite ANST retragerea sau anularea omolog?rii acordate;
(2) o autoritate competent? constat? schimbarea (în sensul degrad?rii – alter?rii) condi?iilor/parametrilor pentru
care s-a ob?inut omologarea;
ART. 29. Restituirea certificatului RBSO se va face dup? ce personalul de specialitate al Autoritatii Nationale pentru Sport
si Tineret constat? ob?inerea reomolog?rii ?i/sau remedierea deficien?elor semnalate.
ART.30. Dispozi?iile prev?zute la art.26. (2) conduc la urm?toarele m?suri, dup? caz :
(1) În situa?ia bazelor a c?ror schimbare de destina?ie sau desfiin?are a fost precedat? de construirea unor baze noi
pe alte amplasamente:
a) pentru bazele care au în componen?? o singur? UPS sau pentru acelea care au mai multe UPS ?i toate sunt
sub inciden?a art.men?ionat:
-pasul 1: se înscrie în RBSO baza sportiv? nou? pentru care se emite Certificatul corespunz?tor;
- pasul 2: se radiaz? din RBSO baza sportiv? ce urmeaz? a fi desfiin?at? numai cu consemnarea
num?rului Certificatului RBSO al bazei sportive noi ce o înlocuie?te (cea prev?zut? la alineatul precedent).
b) Pentru baza cu mai multe UPS dintre care numai una sau o parte dintre ele sunt sub inciden?a paragrafului (1),
se va proceda astfel:
1. la data anun?ului prev?zut de art. 26. (2) , se va face men?iune în RBSO cu privire la suspendarea UPS
ce urmeaz? a fi desfiin?at?, atât la sec?iunea din care s-a emis Certificatul bazei omologate ?i la sec?iunea unde era înscris? aceast? UPS;
2. Men?iunea de suspendare a UPS se înscrie ?i pe Certificatul existent;
3. Baza, respectiv UPS nou?, se înscrie în RBSO ?i se emite un Certificat RBSO corespunz?tor;
4. UPS suspendat? conform paragraf b.1.,poate fi radiat? din Registrul bazelor sportive numai cuconsemnarea num?rului Certificatului RBSO al bazei sportive noi ce o înlocuie?te. Pe Certificatul prev?zut la paragraf b.2. va fi înscris? modificarea, conform situa?iei nou create.
(2) pentru situa?iile în care asupra unei UPS se fac modific?ri/moderniz?ri, extinderi ?i/sau dezvolt?ri care presupun ac?iunile prev?zute la art. 26.(2) se va proceda astfel:
a) Pentru bazele care au în componen?? o singur? UPS sau pentru acelea care au mai multe UPS ?i toate sunt supuse interven?iilor men?ionate, se va proceda astfel:
- la data anun?ului prev?zut de art. 26. (2), se va face men?iune în RBSO la sec?iunea în care este înscris? baza, respectiv UPS-ul;
- Certificatul RBSO se va suspenda temporar (pân? la finalizarea lucr?rilor);
- Dup? punerea în func?iune a bazei modernizate ?i/sau extinse, fie se ridic? suspendarea Certificatului ini?ial ?i se opereaz? eventualele men?iuni, fie se emite un Certificat RBSO nou corespunz?tor ?i se radiaz? Certificatul RBSO ini?ial cu consemnarea num?rului Certificatului RBSO al bazei sportive noi ce o inlocuie?te.
.
b) Pentru bazele cu mai multe UPS dintre care numai una sau o parte dintre ele sunt supuse interven?iilor, se va proceda astfel:
- Certificatul RBSO nu se suspend? integral, doar se înscrie pe acesta men?iunea de suspendare (pân? la finalizarea lucr?rilor) a UPS(urilor) în cauz?;
- Dup? punerea în func?iune a UPS modernizate ?i/sau extinse dup? caz, se înscrie corespunz?tor modificarea atât în Registru cât ?i în Certificatul existent. UPS asupra c?ruia s-au f?cut lucr?rile de interven?ii va purta acela?i indicativ ?i num?r de identificare cu UPS-ul ini?ial, dac? se men?ine nivelul de omologare.
Dac? în urma lucr?rilor de modernizare ?i/sau extindere se ridic? nivelul de omologare al UPS, f?r? a dep??i nivelul sec?iunii din care a fost emis Certificatul bazei sportive, atunci UPS modernizat? va fi înscris? în sec?iunea corespunz?toare, primind un nou num?r de identificare.
Dac? în urma lucr?rilor de modernizare ?i/sau extindere se ridic? nivelul de omologare al UPS, dep??ind nivelul sec?iunii din care a fost emis Certificatul bazei sportive, atunci UPS modernizat? va fi înscris? în sec?iunea corespunz?toare din care se va emite bazei sportive un nou Certificat RBSO sau se va completa Certificatul ini?ial, dup? caz.
ART.31. ANST are obliga?ia de a sesiza organele competente pentru a lua m?surile prev?zute de Lege în cazul nerespect?rii dispozi?iilor prev?zute la art.26. (2) , respectiv atunci când constat? una din urm?toarele situa?ii:
- inten?ia de schimbare a destina?iei sau de desfiin?are a unei UPS din componen?a Bazei sportive este
anun?at? dar nu se respect? condi?iile Legii, sau;
- anun?ul este f?cut dup? ce s-au luat m?surile de schimbare a destina?iei sau de desfiin?are a unei UPS din componen?a Bazei sportive;
- anun?ul nu este f?cut dar RBSO este sesizat oficial pe alte c?i;
ART. 32. Autoritatea Nationala pentru Sport si Tineret va publica, periodic, lista cuprinzând bazele sportive c?rora le-au
fost retrase certificatele RBSO ?i, respectiv, lista celor c?rora le-au fost restituite certificatele RBSO. Publicarea se va face
cel pu?in pe site-ul autorit??ii. Situa?ia sintetic? a bazelor se posteaz? pe site-ul Autorit??ii Na?ionale pentru Sport ?i Tineret
?i se actualizeaz? lunar.
CAP. 8 DISPOZI?II FINALE
ART. 33. (1) Autoritatea Nationala pentru Sport si Tineret recunoa?te, finan?eaz? ?i premiaz? numai rezultatele ob?inute la competi?iile desf??urate în bazele sportive omologate.
(2) În termen de 90 de zile de la data apari?iei prezentului ordin, Federa?iile sportive na?ionale vor elabora criteriile ?i condi?iile de omologare care se depun ?i arhiveaz? la Autoritatea Na?ional? pentru Sport ?i Tineret.
(3) În termen de maxim un an de la data aprob?rii prin Ordin ANST a prezentelor norme metodologice, Registrul
Bazelor Sportive Omologate devine func?ional ?i obligatoriu.
(4) Dup? aceast? dat?, vor fi recunoscute oficial numai activit??ile ?i rezultatele sportive derulate ?i respectiv
ob?inute în baze ce de?in certificat al Registrului Bazelor Sportive Omologate,.
